SUBJECT: Brand Name Justification for M23-018 Laser Etching Machine

1. 76 PMXG is requesting a contract for maintaining the rectifiers in the plating shop in B3001.

This contract would require two site visits a year to evaluate the performance of the rectifiers and includes flush, descale, and plumbing repairs as needed. There are 7 Paragon laser micro markers in service since 2011 at Tinker AFB. This is the only brand of laser markers that are in use for tool marking on Tinker AFB. The operators have been trained in the use and daily maintenance on the Paragon laser micro markers. The maintenance technicians have been trained on the repair and preventive maintenance of the Paragon laser micro markers.

2. By continuing to utilize the Paragon Laser Systems lasers such as the MicroMarker model, all the existing laser job files (i.e. laser programs) to laser etch tools within each kit can be used directly on any new Paragon MicroMarker, however changing to a different brand laser would require the operators to recreate each laser file on that brand's laser software. Even if we assume that a new laser job file could be set up on an alternate brand laser in 2 minutes per tool and there are on average 395 tools per kit (145-645 tools/kit), it will require the operators to expend

13.17 hours per kit resulting in a total of 80,711 hours for all 6130 kits, if each tool and kit were unique. Even if we assume that at least 75% of the tools/kits are similar enough to reuse a newly create laser job file for multiple tools/kit, thus reducing the overall time required to create new laser job files (programs) in the alternate brand laser, that would still result in over 20,000 hours to create laser files for each of the 6,130 kits currently being marked with the Paragon Laser Systems MicroMarkers in the 76 MXSG/MXDP Complex Tool Support area.

3. Due to the criteria listed above, it is respectfully requested that Paragon Brand Name equipment is procured to meet all the requirements of the program office and subsequently the warfighters.

4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (333517) looking for companies that could provide a Laser Etching Machine. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide a Laser Etching Machine. In review there are two (2) sources that can provide this commodity for this acquisition.
