About this file

This is a Justification and Approval for Use of Other Than Full and Open Competition document from the Naval Criminal Investigative Service (NCIS), Headquarters, seeking a sole-source contract award to rent exhibit space at the International Association of Chiefs of Police (IACP) 2026 Annual Conference and Exposition in Orlando, Florida. The requirement is for a single booth (West Building, Booth #2701) measuring 20 feet by 40 feet (800 square feet) as an island booth. The total contract value is $26,000.00, funded through Fiscal Year 2026 Operations, Maintenance & Normalization (OM&N) appropriation. Payment is due immediately to reserve the space for the conference and exhibit scheduled for October 24-27, 2026.

The sole-source justification is based on 10 U.S.C. 3204(a)(1), citing IACP as the only responsible source capable of providing this specific conference venue. NCIS states that the IACP 2026 conference is the largest law enforcement event globally, having attracted over 18,000 attendees at the 2025 Denver event and expected to draw delegates from over 90 countries in 2026. The booth will serve as a key operational hub for panel discussions, liaison meetings, and targeted recruitment initiatives aligned with NCIS core mission objectives and Department of War guidance on national security and international law enforcement cooperation. The contracting activity conducted market research among potential event providers and determined IACP is the optimal choice. The vendor contact is the IACP Exhibits Team at exhibitsemail@theiacp.org, 703-647-7264, located at 44 Canal Center Plaza, Suite 200, Alexandria, Virginia 22314. Fair and reasonable pricing will be determined per FAR 13.106-3(a).
