MEMORANDUM FOR AFSC/PZIM
FROM: OC-ALC OBCA/76 CMXG/MXDEA
SUBJECT: Brand Name Justification for High Pressure/Temperature Control Valve
1. 76 CMXG/MXDEA is requesting a contract to procure High Pressure/Temperature Control Valves. The valves are utilized in the Convergent Exhaust Nozzle Control Test Stand in the Air Driven Accessory Overhaul and Test Facility.
2. The valves work in conjunction with the current Convergent Exhaust Nozzle Control Test Stand, that test the performance of depot overhauled F-100 engine Convergent Exhaust Nozzle Controls and Anti-Icing Valves in the Air Force inventory. The F-15 and F-16 are the weapon systems supported by this test stand. The loss of either of these heat exchangers is a critical problem because the testing capability will be reduced by 50%. This will result in a possible mission impaired capability awaiting parts (MICAP) condition for performance testing the F-100 engine Convergent Exhaust Nozzle Controls and Anti-Icing Valves as a result of reduced capabilities. This would result in the grounding of numerous aircraft in the F-15 and F-16 fleets.
3. The Neles High Pressure/Temperature Control Valves are the only known valves that can be used without a complete reverse engineering endeavor for the entire Convergent Exhaust Nozzle Control Test Stand and performance testing process. In Accordance with FAR Part 6.302-1(c) (1) the brand name item is required. Neles is the original manufacturer of the High Pressure/Temperature Control Valves. Neles High Pressure/Temperature Control Valve is the only known replacement part that will not require intensive and expensive studies to determine if a substitute valve will work without change of form, fit, or function to the current Convergent Exhaust Nozzle Control Test Stand and performance testing operation.
4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (332911) looking for companies that could provide High Pressure/Temperature Control Valve. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide High Pressure/Temperature Control Valve. In review, there are at least three (3) vendors that are capable of satisfying this requirement.
5. Point of contact for this memorandum is Reginald Littlejohn at (405) 582-4656, or e-mail at reginald.littlejohn@us.af.mil.
6. I have determined, in accordance with FAR 13, that the circumstances of this contract action deem a specific brand name to be required.
