About this file

This is a Single Source Justification (Simplified Acquisition) document for the procurement of Rogue Fitness brand gym equipment for the 411 FLTS Unit Physical Training Facility, with contracting activity AFTC/PZZG. The document outlines a brand name requirement for specific Rogue Fitness equipment including weight plates, barbells, kettlebells, benches, racks, and cardio equipment (SkiErg, BikeErg, Echo Bike, and Echo Rower).

The justification cites FAR 13.106-1(b)(1)(i) to support single-source procurement based on Rogue's superior quality and reliability, which are deemed essential for maintaining military fitness standards. The document notes that the squadron currently has no gym equipment, and the acquisition is particularly important given new waist-to-height ratio requirements in the Body Composition Program. While market research identified multiple potential vendors, Rogue Fitness was determined to be the only source capable of meeting performance and durability requirements for rigorous military use. The document was approved on February 26, 2025 by Contracting Officer Jenna Jacobson.

Section C: Justification for Soliciting from a Single Source or Brand Name

This acquisition is conducted under the authority of FAR 13.106-1(b)(1)(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). This authority allows other than full and open competition when the supplies or services requested by an agency are available from only one responsible source.

Purchasing Rogue brand gym equipment is necessary for this acquisition due to its superior quality and reliability, which are essential for maintaining the fitness standards required of all active duty members. With the implementation of the new waist-to-height ratio in the Body Composition Program, it is crucial that members have access to dependable and high-quality gym equipment to support their fitness routines. Currently, the program does not have any gym equipment available for the squadron, which poses a significant challenge for members striving to meet the new fitness standards. Rogue fitness equipment is known for its durability and performance, ensuring that members can consistently engage in effective workouts and sustain an active lifestyle. This investment in Rogue brand equipment will help members meet the stringent fitness requirements, maintain overall health and readiness, and foster a culture of fitness within the squadron.
