About this file
This document is a Justification for an Exception to Fair Opportunity or to Use Brand-Name Restriction. It supports the federal contract opportunity for a T770 T4 Bobcat Compact Track Loader and associated accessories.
The key details are:
- The Air Force requires a Bobcat T770 T4 Compact Track Loader with specified accessories to meet mission needs, with the ability to use existing attachments as the main requirement.
- The contract will be awarded to the lowest priced, technically acceptable offer. Quotes are due by 4:00 PM CDT on August 14, 2024.
- A brand name justification is provided, citing that using the same manufacturer and model will save the government over $250K by allowing use of existing attachments.
- The contracting officer has determined the anticipated cost to the government will be fair and reasonable, with pricing competition from multiple vendors.

(5) Contracting Officer's determination that the anticipated cost to the Government will be fair and reasonable:
This unit is available through multiple vendors across the United States which should ensure pricing competition.
(6) Other facts supporting the justification:
This is a like for like capital replacement. By using the same manufacturer and model, we are saving the government over 250K by being able to use the existing attachments we have in inventory that would have to be replaced otherwise.
(7) Actions the agency may take to remove or overcome any barriers to decreasing the use of brand-name items before any subsequent acquisition of the supplies or services:
Pricing can be on the open market for all Bobcat dealers to bid on. Machine may also be available through GSA or other government purchasing suppliers.
(8) Program Manager's certification that supporting data is accurate and complete:
As evidenced by my signature below, I certify that any supporting data contained herein, which is my responsibility, is both accurate and complete.
(9) Contracting Officer's certification that the justification is accurate and complete:
As evidenced by my signature below, I certify that the justification is accurate and complete to the best of my knowledge and belief.
(10) Approving Official's determination that FAR16.505(a)(4)(i) applies to the order:
As evidenced by my signature below, I hereby determine that the use of brand-name restriction applies.
