About this file

This document contains a justification for a sole source procurement of F5 BigIP application delivery networking technology. The Naval Air Warfare Center, Aircraft Division requires ongoing maintenance and security patching for an existing F5 BigIP production environment on its Research, Development, Test and Evaluation Network. Introducing a new platform or vendor would significantly increase costs and risk compromising the network's security due to potential vulnerabilities from staff unfamiliarity. All capabilities of F5 BigIP are considered mandatory for ensuring the network's information assurance compliance and performance. Market research involved continuous testing of F5 and other products. Failure to make this noncompetitive purchase could injure the integrity of the network. No delivery date is specified as this involves continuing support. Steps will continue to explore competition for future similar needs while maintaining network security.

2. What unique capabilities does the proposed contractor/manufacturer possess which make it the only one capable of satisfying this minimum requirement?

F5 BigIP is an application delivery networking technology for the deployment of web applications and the security, performance and availability of servers, data storage, and network resources. This procurement is for the purchase of ongoing maintenance for an existing production platform environment on the RDT&E Network. This is not a new purchase, rather continuation of required and mandated security patching and upgrades which is vital to ensure Information Assurance (IA) compliance and reporting. Installation of a new and different platform environment/brand of OS is simply beyond consideration due to the significant initial cost, training, certification, etc.

3. Which of these capabilities are mandatory?

ALL

4. Was a market search or other informal survey conducted? Describe your search or survey?

Yes, continuous and ongoing research from our IT & engineering staff reviewing and testing multiple products on the RDT&E network.

5. What material evidence exists that the Government would be injured if the noncompetitive procurement is not made?

The integrity of the RDT&E network would be at stake if new hardware configurations/platforms were introduced, particularly with staff unfamiliar with off-brands.

As such, the potential for introduction of IA vulnerabilities is significantly higher.

6. Provide the date by which the supplies or services must be delivered. How was this date determined?

No specified date.

7. What steps are being taken to foster competition in subsequent purchases for similar requirements? If none, why not?

Yes, continuous and ongoing research from our IT & engineering staff reviewing and testing RDT&E assets and their ability to function on our network and adhere to IA requirements.
