1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and

Grants Office (AGO), National Marine Fisheries (NMFS), Office of Law Enforcement (OLE), Alaska Division (AKO).

2. Description of supplies or services required to meet agency needs (including the estimated value). Outboard motor ultimate in power and efficiency and built for extreme power, durability, control and reliability. The current engines are at the end of their reliable service life and require replacement in order to maintain operational readiness.

3. Identification of the single source or the brand name to be solicited.

This is a brand name requirement for Yamaha Motors and parts.

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

• Brand Name - This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. The AKD OLE has an existing inventory of spare parts spare parts, propellers, consumables and special tools.

Outboard motors manufactured by Yamaha minimize overall cost. Personnel are trained on operating Yamaha motors and performing necessary maintenance. By utilizing Yamaha motors, we eliminate the need for additional operator and maintenance personnel training.

Yamaha package with the Yamaha Helm Master Control system, which includes a joystick control and electronic Sea Anchor system. Along with two batteries to be placed in the stern of the vessel, near the outboard connection and the associated switching and charging relays, to function properly. A different manufacturer would require new controls for each set of engines adding cost. Vessel modifications may also be needed to accommodate mounting of different engines adding cost. Other brand engines may have different weights, affecting vessel stability.

• Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement. Until the vessels need to be replaced, all components and parts required for regular maintenance and upkeep must be sourced from Yamaha due to compatibility with existing motors and parts. However limited competition will
