About this file
This is a Brand Name Justification document for the procurement of AI Media / EEG Enterprises HD492 Encoder Pro Annual Support by the National Institutes of Health, Office of Research Services, Division of Events Management Services. The justification supports a sole-source procurement for annual support services covering ten existing NIH-owned HD492 Encoder Pro captioning encoders (model numbers HD492-1361, HD492-1362, HD492-1363, HD492-1364, HD492-1365, HD492-1367, HD492-1368, HD492-1369, HD492-1370, and HD492-4404). The required support includes firmware updates, software updates, security updates, telephone and online technical support, and access to the iCAP delivery system.
AI Media / EEG Enterprises, Inc. is identified as the sole manufacturer and authorized support provider for this equipment. The justification establishes that the annual support is proprietary and essential for maintaining access to manufacturer-authorized updates, technical assistance, and delivery system access. The document argues that alternative products or unauthorized support sources would not provide equivalent compatibility, manufacturer warranty protection, or operational continuity for NIH's existing closed captioning broadcast environment. The procurement is justified as necessary to maintain Section 508 compliant broadcast operations, ensure equipment compatibility, and preserve prior Government investments in the existing captioning infrastructure.

BRAND NAME JUSTIFICATION
The brand name product/service being purchased is AI Media / EEG Enterprises HD492 Encoder Pro Annual Support, provided by AI Media / EEG Enterprises, Inc., including required support, firmware and software updates, security updates, telephone and online support, and access to the iCAP delivery system.
The National Institutes of Health, Office of Research Services, Division of Events Management Services currently relies on ten NIH-owned HD492 Encoder Pro captioning encoders to support closed captioning broadcast operations and Section 508 compliant video broadcasts. The required support applies to the following existing encoders: HD492-
1361, HD492-1362, HD492-1363, HD492-1364, HD492-1365, HD492-1367, HD492-1368,
HD492-1369, HD492-1370, and HD492-4404.
AI Media / EEG Enterprises, Inc. is the manufacturer and sole source provider of annual support for AI Media / EEG equipment, including HD492 Encoder Pro encoders. The required annual support is proprietary and necessary to maintain continued access to manufacturer-authorized firmware updates, software updates, security updates, technical support, and iCAP delivery system access.
The requirement is not for general captioning equipment or general technical support, but for continued annual support of the specific HD492 Encoder Pro equipment already owned and used by NIH. Use of another product or unauthorized support source would not provide the same compatibility, manufacturer support, warranty protection, or continuity of operations for NIH’s existing closed captioning broadcast environment.
Accordingly, AI Media / EEG Enterprises HD492 Encoder Pro Annual Support is the only brand name product/service capable of meeting the Government’s technical and operational requirements while ensuring continuity of Section 508 compliant broadcast operations, compatibility with existing NIH-owned equipment, and preservation of prior Government investments.
