About this file

This document is a Single Source Justification for a simplified acquisition of a brand-name Bobcat PA425V portable air compressor for the 820th RED HORSE Squadron (820 RHS) at Nellis AFB, NV.

The key details are:

  • The requirement is for 1 brand-name Bobcat PA425V air compressor, with an estimated contract cost.

  • This will be solicited as a Total Small Business Set-Aside on SAM.gov, with the intent to preclude future single source awards through market research on similar requirements.

Section B: Description of the Supplies/Services Required

The 820th RED HORSE Squadron (820 RHS) requires the purchase and delivery of [QTY.:1] Brand-Name Bobcat PA425V Portable Air Compressor.

Section C: Justification for Soliciting from a Single Source or Brand Name

RHS's mission supports a vast construction portfolio in the Pacific Island Chains at extremely isolated locations. Due to the isolated nature, RHS has standardized what units bring as procuring replacement items for multiple brands of equipment including spare parts are not feasible and procuring on-site results in adding extremely long delivery times leaving units without access to equipment for extended time-frames. Additionally, 820 RHS already has a stockpile of replacement parts already on hand for this specific brand on compressor which will further alleviate sourcing concerns for multiple brands to these isolated deployment locations.

Section D: Efforts to Obtain Competition

In order to obtain competition, this requirement will be solicited as a Total Small Business Set-Aside - Brand Name only on SAM.gov.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In the future, market research shall be performed for similar or like requirements to ascertain if other manufacturers are entering these specified markets that can meet the AFI and/or DoDI standards requirements. Additional market research shall also be conducted to determine if there are other brands available for future similar or like requirements that will neither hinder the mission of the customer nor increase the cost/price for the government.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
