About this file
This document is a Brand Name Justification that explains the rationale for a specific product requirement in an upcoming federal contract opportunity. The justification states that the supplies or services must be compatible in all aspects (form, fit and function) with existing systems currently installed and performing at the U.S. Naval Academy's Propulsion Lab. Specifically, the requirement is for Cummins engine and component cutaways that match the existing Cummins 5.9L engine and dynamometer system installed at the Academy, to allow students to take internal engine measurements and make performance calculations. The related federal contract opportunity is Solicitation Number N0018924Q0483 for "Turbo Diesel Truck Engine", to be issued by the NAVSUP Fleet Logistics Center (FLC) Norfolk on 15 August 2024. The North American Industry Classification System (NAICS) code is 333618 - Other Engine Equipment Manufacturing, with a size standard of 1500 employees. Vendors capable of meeting the requirement must be registered in the System for Award Management (SAM) database prior to award.

☒ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
We need the engine/parts cutaways to match the currently installed engine at the Academy so that our midshipmen students can take internal engine measurements using the cutaway, then make some performance calculations, and finally compare it to the measured engine performance. If the engine cutaway and currently installed engine do not match, then the calculations will not work correctly. We currently have the Cummins 5.9L engine installed with a dynamometer at the Propulsion Lab in Rickover Hall at the Naval Academy.
