Section A: General Contract Information

Contracting Activity: Brand Name Justification for Bosch and AXIS

Project/Program Name: GATE CAMERA PROJECT

Estimated Contract Cost (including Options): $61,804.00

Section B: Description of the Supplies/Services Required

Cameras and associated equipment for Integrated Base Defense Employment

Section C: Justification for Soliciting from a Single Source or Brand Name

IAW DAFI 31-101 all Intrusion Detection Equipment (IDE) to include video surveillance devices must be tested and included on the CMD listing prior to the IDE being employed for Integrated Base Defense (IBD) purposes. The only video surveillance equipment which is approved for use in an Internet Protocol (IP) configuration are those manufactured by Bosch and AXIS. Using other video surveillance devices not IP configured would require additional communication infrastructure and reconfiguration of existing support components (such as installed servers, alarm workstations) costing the Air Force over $1M.

Section D: Efforts to Obtain Competition

All other potential vendors were considered, but due to DAF requirements and the existing configuration of the current system were not capable of employment without substantial delay to their employment or extensive cost to the Air Force.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The Air Force Material Command (AFMC) is continually working to test and approve additional components to the CMD. As commercial vendors work to improve the designs and security features for their IP configured devices the pool for additional inexpensive video surveillance options will increase allowing for greater commercial competition.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
