2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This procurement is for the acquisition of the 3Shape F8 desktop scanner to support digital dental imaging and design workflows within the VA Augusta Dental Laboratory. The scanner will be used in the fabrication of an average of 60–100 crowns and bridges per month among other dental prosthesesis and must seamlessly integrate with 3Shape CAD/CAM design software infrastructure.

The estimated value for this procurement will be $28,800.00.

3. Unique characteristics that limit availability to only one name brand and no other supplies or services will satisfy agency requirements can be used: While there are other desktop scanners on the market—some potentially manufactured domestically—none meet the unique integration, efficiency, and clinical output needs of the VA Augusta Dental Laboratory. The 3Shape F8 scanner is the only scanner that:

• Seamlessly integrates with the 3Shape software, eliminating delays and errors that arise from importing scans across different systems. Although STL file importation/exportation is possible, this process is cumbersome and slows workflow significantly.

• Uses proprietary 3Shape file formats that accelerate design, processing, and manufacturing with fewer clicks and interventions—enabling a higher throughput critical to a single-technician lab environment.

• Offers dual scanning tables and color scanning capability, which allow fast scanning of two models at once in full color and high resolution—an essential feature for large, complex cases, including full-arch designs and removable frameworks marked directly on casts.

• Includes AI-powered scan alignment, defect repair, and scan-body compatibility that further automate processes, minimize manual steps, and improve consistency and precision in final prostheses.

• Supports a wide range of material libraries and manufacturer-specific file compatibility (e.g., Nobel Biocare, Biomet), crucial for producing custom restorations that comply with clinical expectations.

• Scans reflective and metallic surfaces (e.g., titanium abutments) efficiently and accurately, which is essential for implant cases.

• Maintains full support through a unified ecosystem—scanner and software from the same vendor—enabling faster troubleshooting and updates without inter-vendor compatibility issues.

This scanner is also in widespread use across other federal dental laboratories, including the VA Central Dental Laboratory (CDL), Army Dental Lab, and Air Force Dental Lab, enhancing interagency compatibility and future-proofing operations. While this scanner is not manufactured in the United States, it is available through authorized U.S.-based resellers and does not require monthly software subscription fees—unlike some U.S.-made alternatives.

Using any scanner other than the 3Shape F8 would result in inefficient workflows, increased technician interaction with equipment, and inability to scale or improve case production. Some domestic alternatives also require additional monthly subscription fees or are not supported for VA integration.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted with a thorough search on GSA, FPDS, VetCert, and a Google internet search. 9 large business were identified and 1 small business were found through these queries and confirmed as authorized disitributors with 3Shape, the Original Equipment Manufacturer

(OEM).

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
