About this file
This document is a Single Source Justification (Simplified Acquisition) for the purchase of Divator RS4 Dive Regulators by the 45th Contracting Squadron for the 308th Rescue Squadron.
The key details are:
- The 308th Rescue Squadron has a requirement to purchase Divator RS4 Dive Regulators, which are Authorized for Military Use as approved cold-water regulators and are necessary to maintain operational readiness.
- Market research was conducted, and budgetary estimates were obtained from three companies. However, the Divator RS4 regulator is the only product that meets the specific requirements described in AFI 10-3504 AF Dive Program.
- The estimated cost for the contract, including options, is $115,000.00.
- The Contracting Officer has determined that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1).
- To preclude future single source procurements, the requiring activity will conduct regular market surveys and engage with industry to identify potential new sources of compatible and approved diving regulators.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 45 Contracting Squadron
Project/Program Name: Dive Regulator

Estimated Contract Cost (including Options): $115,000.00
Section B: Description of the Supplies/Services Required
The 308th RQS has a requirement to purchase a Divator RS4 Dive Regulators.
Section C: Justification for Soliciting from a Single Source or Brand Name
(A) The 308th RQS requires a dive regulator to ensure that the intermediate pressure leading to the breathing valve remains stable regardless of pressure variations in the air supply or the depth of the dive.
The 308th RQS wants to utilize brand name Divator RS4 regulators, which have been Authorized for Military Use (AMU) as approved cold-water regulators.
(B) The RS4 first stage regulator reduces high-pressure air from the cylinder to a predetermined intermediate pressure level, which is crucial for preventing regulator freezing. It has a robust shockproof design with a rubber cover and includes four low-pressure outputs for buoyancy compensator, dry suit, and second-stage regulators. These regulators must replace the discontinued Conshelf XVI regulators currently used by the 308th Rescue Squadron to maintain operational readiness. The RS4 has been tested and approved by the Navy Experimental Diving Unit (NEDU) as a listed cold-water regulator within the Authorized for Military Use (AMU). The RS4 meets all requirements described in AFI 10-3504 AF Dive Program and is specifically listed on the Maintenance Index Page 5921/165.
Section D: Efforts to Obtain Competition
Market research was conducted to identify potential suppliers for the Divator RS4 regulators. Budgetary estimates were obtained from three companies: Interspiro, MIG GOV, and ADS. All budgetary estimates reflect the identical part numbers and descriptions of the Divator RS4 regulator components.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
To preclude the necessity for future brand name acquisitions, the requiring activity will conduct regular market surveys to identify potential new sources of compatible and approved diving regulators in accordance with AFI 10-3504 AF Dive Program. Additionally, efforts will be made to engage with industry stakeholders and participate in relevant forums and trade shows to stay informed of new developments and alternative suppliers. This proactive approach aims to foster competition and expand the pool of
