About this file
This document is a Brand Name Justification for a sole source procurement by the Naval Criminal Investigative Service (NCIS) for a CaseCracker Onyx Lite Standard interview management system. The procurement is valued between $10,000 to $250,000 and seeks to acquire one CaseCracker Onyx Lite Standard two-room bundle (CCO-2RM-EVP Bundle-5Yr) with specific equipment including a server, cameras, microphones, room controllers, and five years of software support. The required delivery date is 60 days after receipt of order, with the system to be shipped and installed at the NCIS Building 155 in Juffair, Bahrain.
The justification emphasizes that CaseCracker is the only brand that meets NCIS's specific requirements for documenting witness statements, supporting multiple interview rooms, and enabling agents to efficiently review and analyze interview recordings. NCIS argues that switching to another brand would require costly and time-consuming retraining, and CaseCracker is the only interview management system that can be deployed in both classified and unclassified spaces worldwide. The procurement is being conducted under Federal Acquisition Regulation 13.106-1(b), with market research conducted among Department of Defense and U.S. government law enforcement agencies confirming CaseCracker as the sole suitable vendor.

Text version
data collection equipment needed for special agents and investigators to properly collect and document witness statements.
It is critical to ensure that NCIS continues to use the CaseCracker system as it is familiar to agents across the agency and is essential for effectively carrying out investigations and crime scene documentation. Because NCIS currently utilizes the CaseCracker system and mobile units, agents are familiar with the functionality of the CaseCracker brand. The requirement to re-train all users to become experts with other IMS models or brands is time-consuming and is not financially feasible.
The ability to continue to use the CaseCracker system maximizes productivity and safety across NCIS and ensures compliance with NCIS security policy.
