About this file

This Brand Name Justification document supports a sole-source procurement for the Naval Criminal Investigative Service (NCIS) to acquire a CaseCracker Onyx Lite Standard two-room interview management system. The document details a $250,000 acquisition for a comprehensive system including a server complete with 2TB storage, (2) room controllers, IP cameras, microphones, interview kits, ethernet switch, and a 5-year software/hardware warranty. The required delivery is 60 days after receipt of order (ARO), with the system to be shipped and installed at the NCIS Building 155 at Juffair Bahrain.

The justification emphasizes CaseCracker as the only system meeting NCIS's specific requirements for forensic data collection, particularly for documenting witness statements. Key rationales include the system's ability to support multiple interview rooms with one server, enable remote viewing, work in classified and unclassified spaces, and leverage agents' existing familiarity with the CaseCracker platform. The procurement is being conducted under Federal Acquisition Regulation 13.106-1(b), with the vendor CaseCracker located in Lafayette, Colorado, and the point of contact being Tonya Clement.

Text version

data collection equipment needed for special agents and investigators to properly collect and document witness statements.

It is critical to ensure that NCIS continues to use the CaseCracker system as it is familiar to agents across the agency and is essential for effectively carrying out investigations and crime scene documentation. Because NCIS currently utilizes the CaseCracker system and mobile units, agents are familiar with the functionality of the CaseCracker brand. The requirement to re-train all users to become experts with other IMS models or brands is time-consuming and is not financially feasible.

The ability to continue to use the CaseCracker system maximizes productivity and safety across NCIS and ensures compliance with NCIS security policy.
