About this file
This is a Single Source Justification below the Simplified Acquisition Threshold (SAT) for the procurement of a Boonton Modulation Analyzer 8201A by the 27th Special Operations Contracting Squadron (27 SOCONS/PKA). The document justifies the use of a single source procurement due to specific technical requirements outlined in NAVAIR technical data that mandate this exact model for calibrating critical avionics test station equipment.
The justification explains that Boonton is the sole manufacturer producing the 8201A Modulation Analyzer that meets the required specifications, including a frequency range of 100 kHz to 2.5GHz, GPIB connection, Quasi-Peak Detection, and +30 dBm RF input level. While multiple vendors can supply the brand-name equipment, no other manufacturers produce this specific model within the United States. The contracting officer, SrA Micaiah Lampkin, determined on February 27, 2025, that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1). The procurement is part of the Technical Marketing Specialists project/program and is not a bridge action.

Section B: Description of the Supplies/Services Required
Boonton Modulation Analyzer 8201A is a top of the line electronic calibration unit. It is programmable, has a frequency range of 100 kHz to 2.5GHz, includes a GPIB connection, Quasi-Peak Detection, and boasts a +30 dBm RF input level. This specific model is required per our technical data.
Section C: Rationale for Soliciting from a Single Source or Brand Name
Our organization requires the specific brand name "Boonton" for the requested model 8201A Modulation Analyzer due to stringent technical requirements outlined in official NAVAIR technical data. This data mandates the use of a model 8201A Modulation Analyzer for the calibration of critical avionics test station equipment.
Currently, Boonton is the sole manufacturer producing a model 8201A Modulation Analyzer that meets the exact specifications and compatibility requirements detailed in the NAVAIR documentation. Other modulation analyzers, even if similarly numbered, may lack the necessary precision or specific functionalities required for our calibration procedures.
The lack of this particular model significantly hinders our operational capability. Without the Boonton 8201A, we are unable to calibrate vital components of our electronic equipment, leading to project delays and potentially impacting safety and compliance. Acquiring this specific brand and model is essential for us to resume full calibration operations and maintain the integrity of our avionics testing.
Section D: Efforts to Obtain Competition
Feasibility of getting equipment warranted through other companies is very difficult for the Avionics test station. After conducting research, there are no other companies that manufacture this model of modulation analyzer within the United States. However, vendor outreach revealed multiple vendors who have the capability to provide the required brand-name equipment.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
All sources of procurement will be checked to assess availability during future market researches in case of changes to the market that allow for multiple manufacturers to satisfy the requirement.
