About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the Naval Criminal Investigative Service (NCIS). The Technical Services Field Office (TSFO) requires 10 Axis V5925 PTZ Network Cameras, broadcast quality HDTV 1080p cameras with studio-grade audio, XLR inputs, VISCA support, and 3G-SDI/HDMI outputs, for concealed electronic surveillance operations. The procurement is being conducted as a brand name/single source acquisition under 10 U.S.C. 3204(a)(1), with Fiscal Year 2025 Operations, Maintenance & Navigational (OM&N) funding. NCIS determined through extensive market research and field testing that the Axis V5925 is the only camera meeting their specific form factor, size, weight, and performance requirements, with competing brands proving incompatible with their video management system.

5. Rationale Justifying Use of Cited Authority. The acquisition is being conducted under the procedures of FAR 13.106-1(b)(1)(i) – Soliciting from a single source. The justification rationale for restricting competition is that the required device is manufactured by, and proprietary to, Axis Communications, a Swedish company owned by Canon Inc. This camera is the only product that can meet the Government’s current investigative needs.
6. Specific characteristics of the supplies or services that limit the availability to this/these source(s), i.e., unique features, form-fit-function, etc. State why the requested material or service represents the minimum requirement(s) of the Government. Describe in detail why only this/these suggested source(s) can furnish the requirement(s) to the exclusion of other sources.
The Technical Services Field Office continually researches alternatives by comparing and contrasting performance as the Subject Matter Experts for NCIS. TSFO conducted comparisons of various other brands (Canon, Panasonic, Hanwha, etc.) of cameras who claim to have similar capabilities, but all of which have proven to be incompatible with the agency’s video management system despite their optical zoom/LUX/Digital zoom specifications. Those brands were proven to be unreliable which would constitute a waste of time/effort/money if purchased for the agency’s missions due to unfavorable results of the field testing from prior purchases.
TSFO requires the Axis V5925 PTZ Network Camera HDTV 1080p Studio Grade audio with XLR inputs and 3G-SDI, and HDMI outputs with zip stream technology with H.264 and H.265. Field testing of similar products showed that the Axis V5925 is the only device that meets the TSFO form factor, size, weight, and performance requirements. No other device reviewed met these requirements.
7. Determination of fair and reasonable pricing.
Pricing will be reviewed prior to award based on price analysis techniques available per FAR 13.106(a).
8. Brief description of Market Research conducted and results, or why market research was not conducted.
Market research included product field testing, receiving industry feedback and searching both mandatory and preferred sources to determine capability and competition parameters to meet technical requirements.
Results indicate there is sufficient capable small business vendors available to compete for this supply order.
9. Any other factors supporting use of other than full and open ex., National Security, etc.:
N/A
10. Listing of sources (Name, Address, POC)
Manufacturer: Axis Communications INC.
Manufacturer’s POC/Phone/Email: Shannon Martin; Shannon.Martin@axis.com Manufacturer’s Address: 300 Apollo DR STE 9, Chelmsford, Massachusetts, 01824-3630
11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.
A market review for similar products or services will be conducted on any future procurements to ensure there are opportunities to maximize competition or to reassess the mission needs with the best solution for the Government.
