352 Special Warfare Training Squadron at Pope AAF, NC is requesting procurement of 55ea PECI Tactical Flotation Support Systems (Brand Name Only)
Section C: Justification for Soliciting from a Single Source or Brand Name
352 exclusively uses the TFSS-5326 flotation system, which is officially approved and specifically listed on the Air Force Personnel Parachute Program's (PPP) Approved For Use List (AUL). Introducing a different brand would disrupt this established equipment standardization within the unit, potentially leading to compatibility problems and hindering training effectiveness.
AFI 10-3503, Personnel Parachute Operations, mandates the use of PECI Tactical Flotation Support Systems for Air Force rescue operators during military jump operations and water landings, underscoring the critical safety role of these systems. The PECI Tactical Flotation Support Systems, specifically, are authorized under the AUL's individual flotation section and are already in use by the unit for both training exercises and deployments
Section D: Efforts to Obtain Competition
Market research was conducted with mandatory/ preferred sources as required by FAR part 8. Additionally , market research indicated a sufficient number of small business vendors available that resell the AF-approved Flotation Support Systems. Due to dollar value and complexity, this procurement, will be conducted through the GPE (Brand Name Only) to small business entities
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The goal of 4 CONS is to utilize the most efficient and affordable method of procuring supplies in an effort to meet the customer's needs and mission in a timely manner. We are consistently utilizing all available avenues to identify vendors via previous purchase history , market research, known resources and approved innovated methods. With each additional requirement received , 4 CONS will continue to search for distributors and manufacturers that sell Flotation Support Systems that fulfill requirements submitted by the customer.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
