Section A: General Contract Information
Contracting Activity: 354th Contracting Squadron, Eielson AFB, Alaska
Project/Program Name: Alerts Mission Klaxon and Lights

Section B: Description of the Supplies/Services Required
The 354th Fighter Wing has a requirement to install a notification system that is controlled by the Command Post, triggers horn/strobes in the living quarters, exterior hangar klaxons and strobes and interior hangar horn/strobes, and control hangar interior go/standby/no-go signals. Supplies required will include industry standard notification appliances, standard traffic signals, touchscreen controls, Uninterrupted Power Supplies, Ethernet switches, media converters. Several items are brand name and no substitution allowed.
Section C: Justification for Soliciting from a Single Source or Brand Name
Items on the independent government estimate titled requiring brand name are line items 8, 9, 10, 11, 12, 25, 26, 30, 32, 33, 34, 35, 36, 37, 44, 45, 50, 51, 52, 53, 60, 61, and 62. These items are required to be no substitution allowed as they are the only components compatible with with other line items and are the only components compatible with existing communication and industrial control components utilized on base. Allowing substitution on these items would result in an inoperable system and additional costs in procuring the correct parts to ensure a fully operational alert system.
Section D: Efforts to Obtain Competition
Despite extensive Market research, the subject matter expert did not identify any compatible replacements allowed for line items 8, 9, 10, 11, 12, 25, 26, 30, 32, 33, 34, 35, 36, 37, 44, 45, 50, 51, 52, 53, 60, 61, and 62 to be substituted with another manufactures part. As such, a sources sought was published to SAM.gov on 25 Oct 2022 to 28 Oct 2022 to seek if there are any alternatives to the current requirement.

Section E: Steps to Preclude Future Single Source or Brand Name Awards
If there is a requirement in the future regarding this system, the government will conduct extensive market research to determine if there are alternatives to the identified manufacturers. In addition, will seek to identify portions of the acquisition which could be competed.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
