This is an individual Justification and Approval (J&A) for a brand-name commodity procurement of Hunter Alignment Rack equipment that is currently obsolete and nonoperational.
(3) Description of the supplies/services required to meet the agency's needs:

(4) Justification for restricting consideration to a brand-name item:
The requirement is to upgrade our existing Hunter Alignment Rack to current standards. The electronics part of the current system are obsolete. The items listed on the quote are what is require to bring the system to the current standards to be compatible with the modern electronics in the current vehicles. The upgrade will allow us to use both of our alignment racks again. We have looked into purchasing a complete alignment rack system from a different company

It also would require additional software and tools to calibrate the steering inclination with the vehicles on board computer system. The upgrade uses special software that is built into the components. It allows the technician to complete the process with out needing additional computer and software.
(5) Contracting Officer's determination that the anticipated cost to the Government will be fair and reasonable:
A fair and reasonable price determination will be made by the Contracting Officer based on adequate price competition. Competitive offeror's prices will be evaluated to ensure a fair and reasonable price through the use of one or more of the price analysis techniques at FAR 15.404-1(b)(2). The Contracting Officer will verify that the awarded quote is within the scope of the contract. It has been determined that the contract vehicle will best ensure fair competition among interested parties as well as satisfy the Government's requirement for fair and reasonable pricing based upon adequate price competition.

(7) Actions the agency may take to remove or overcome any barriers to decreasing the use of brand-name items before any subsequent acquisition of the supplies or services:
The agency will perform a cost analysis the next time an upgrade on the system is needed to see if it would be appropriate to replace the system, which would eliminate the need for a name brand justification.
