DEPARTMENT OF THE AIR FORCE

OKLAHOMA CITY AIR LOGISTICS COMPLEX (AFMC)

TINKER AIR FORCE BASE OKLAHOMA

MEMORANDUM FOR OC-ALC/PZIM

FROM: OC-ALC/OBCA for 76 AMXG

SUBJECT: Brand Name Justification for KC46 Aircraft Ground Maintenance Air Conditioner

1. 76 AMXG is requesting the purchase of two (2) ACU-808-DUP Air Conditioners by TLD. The TLD ACU-808-DUP Air Conditioners provide conditioned air for equipment cooling and cabin air conditioning during ground operations. This equipment is required to maintain the temperature in the aircraft when external power is applied. This equipment attaches to the aircraft at the low pressure ground service connector. This can be used at the flight line or in the hanger.

2. This equipment is called out in the Support Equipment Recommendation Data (SERD) 210012A and Aircraft Maintenance Manual (AMM) 21-21-21. Although this SERD is only a recommendation, the KC-46 is a Boeing aircraft and Boeing requires only their parts be used for upgrades or repairs. This also allows for standardization throughout the Air Force as replacements will utilize existing NSN Master Cross Reference List (MCRL) which aligns with the existing SERD.

3. Therefore, it is requested that TLD ACU-808-DUP Air Conditioner equipment is procured to meet all the requirements of the program office and subsequently the warfighters.

4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (333415) looking for companies that could provide ACU-808-DUP Air Conditioners. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide ACU-808-DUP Air Conditioners. GSA RFQ #1489908 was submitted to twenty-three (23) vendors and zero (0) vendors responded. A request for information was sent to the Original Equipment Manufacturer (OEM), military sales manager, Richard Baker, stated that this equipment could only be purchased through OEM or Aero Specialties. In review, there are two

(2) vendors who can satisfy this requirement.

5. For further information or clarification please contact for contract requirements support issues.

6. I have determined, in accordance with FAR 13, that this circumstances of this contract action deem a specific brand name to be required.
