AFFARS 5313.501 - 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)

This acquisition is conducted under the Statutory Authority: FAR 13.501(a) - 41 USC 1901- Only one responsible source and no other supplies or services will satisfy agency requirements. This authority allows other than full and open competition when the supplies or services requested by an agency are available from only one responsible source. This is a Brand Name Acquisition for High Sec Labs KVM 8 Port Combiners/ Switches.

The ADCTF is currently in the process of establishing a new facility located on Edwards Air Force Base, CA. This facility is intended to support the various upcoming Mission Requirements that the ADCTF will be supporting.

In order to be able to adequality and efficiently support the upcoming mission their will be a variety of networks that will be required within the ADCTF. To support the various networks that will be deployed in this environment, a device is required that can reduce the number of monitors, keyboards, mice, and other ancillary equipment within the environment. The required device must be able to display multiple high-networks simultaneously, while also allowing interactivity and maintaining physical separation of each system.

These are essential characteristics that are needed.

The Requirement for the KVM 8 Port Switches also comes with a critical security requirement. High Sec Labs KVM 8 Port Combiner/switches are the only brand of these switches that can satisfy the need from the Mission Partner. These switches are currently the only brand that can be located that are certified against NIAP Common Criteria PP4.0 PSD Protection Profile (SC82PH-4 Only). High Sec Labs KVMs are specifically certified and tested against being vulnerable to cyber-attacks that can comprise ADCFT systems. Other Brands of KVMs can be vulnerable to cyber-attacks, which would allow the free flow of data to adversary computers

The High Sec Labs KVM switches come with advanced security systems along with the NIAP certification. These advanced security features include tamper-proof designs, housing intrusion detection systems, and restricted USB access and functionality. All of these features help prevent unauthorized access and data leakage from air-gapped systems.

With the information above it has been determined that no other brand can satisfy agency needs. Other brands would either have to be modified or extensively tested against current security requirements and standards. This would come at a significant cost to the government that would not be recovered by the switch to a different brand.
