About this file

This Brand Name Justification document details a specific procurement for an automatic tool coolant filling system for CNC machines at NFPC (Naval Facility/Production Center). The system requires an FS40 Central pump and control solution from 168 Manufacturing that can connect to CNC machines and automatically manage coolant levels and concentration across up to 56 machines simultaneously, with an operational range of 750 feet. The detailed parts list includes one central pump, one distribution node, seven level sensor kits, seven check valves, 200 feet of power supply and EtherCAT bulk wire, sensor cables, a connector kit, and a hose connection kit.

The document confirms 168 Manufacturing is the only U.S.-based company meeting the specific requirements, with local distribution through two different distributors. The procurement is part of Navy solicitation N6449825Q0125 for large scale CNC machines, with a request for quote (RFQ) closing on 12 May 2025. The justification notes that an alternative supplier (located in Canada) was contacted but does not have a cage code, further supporting the selection of 168 Manufacturing as the sole source. The document includes a detailed parts list with quantities and emphasizes that this procurement precludes full and open competition due to the unique manufacturing specifications.

BRAND NAME JUSTIFICATION

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED

VALUE, AND DELIVERY REQUIREMENTS

NFPC utilizes seven (7) large scale CNC machines for daily production. These machines require the following system to equip the SU machines of B1029 with an automatic tool coolant filling system that will ensure the tanks remain topped off and the concentration percentage is within the required range. This would be a portable emergency cooling system.

FS40 Central pump and control solution can connect to CNC machine and automatically provide the necessary amount and concentration of coolant when a drop is detected due to evaporation, runoff, or similar factors. It shall support monitoring for up to 56 machines simultaneously and function effectively at distances of up to 750 feet from the installation location of the coolant fill system system.

Here is the estimated value of the pump and corresponding parts from 168 Manufacturing:

2. SUPPORTING DOCUMENTATION FOR BRAND NAME BASED ON

CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE

ACQUISITION

168 Manufacturing is the only U.S. based company that meets the requirements of the portable emergency coolant system. We spoke to 168 Manufacturing and they confirmed they distribute locally through 2 different distributors. The research was completed through online searches.

3. MARKET SURVEY

Through my research, I found one domestic source that manufactures this system. There are multiple distributors of the 168 Manufacturers emergency portable coolant system.

The two distributors are .

4. ADDITIONAL FACTS

I reached out to F and 168 Manufacturing for quotes on the emergency coolant fill system required for our CNC machines. F is located in Canada and does not have a cage code. 168 Manufacturing manufactures the pump and parts needed but they also distribute through . Both distributors are local to

NFPC.

5. APPROVALS:

I certify that the statements and information provided above, are complete and correct to the best of my knowledge. I understand that the processing of this justification precludes the use of full and open competition.
