About this file
This is a Single Source Justification document for a procurement by the Department of Veterans Affairs, Network Contracting Office 09 (Lexington VA Healthcare System, Franklin Sousley Campus) for medical equipment under the simplified acquisition threshold authority.
The Lexington VA Medical Center requires procurement of one Manoscan ESO Z catheter to support its endoscopy clinic, which currently operates the Manoscan ESO High Resolution Manometry System procured in 2019. The facility currently has two catheters in use and requires an additional unit due to increased procedure volume. The catheters are reusable medical devices that undergo sterilization processing but are fragile and susceptible to breakage; without backup units, procedures may be cancelled if devices are damaged or unavailable during sterilization cycles. The estimated procurement cost is $25,407.50. The justification establishes that Manoscan catheters are the only compatible catheters for the existing system, and procuring alternative equipment would result in duplicative costs. Market research identified at least three small business authorized distributors of the Manoscan ESO Z Catheter, supporting the availability of multiple sources for this brand-specific item. The Contracting Officer, Elizabeth Trimm, approved the single-source purchase in accordance with RFO 12.102(a) on December 22, 2025, with price reasonableness to be determined per RFO 12.204. The acquisition is identified as 36C249-26-AP-1624 with internal accounting code 2237: 596-26-2-950-0100.

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office
09, located at 1639 Medical Center Parkway, Suite 204, Murfreesboro, TN 37129, in support of 596, Lexington VA Healthcare System, Franklin Sousley Campus, at 2250 Leestown Road, Lexington, KY 40511.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Lexington VA Medical Center has a Brand Name requirement for the procurement of the Manoscan ESO Z catheter. The endoscopy clinic currently uses the Manoscan ESO High Resolution Manometry System. They currently have two
(2) Manoscan ESO Catheters and require an additional catheter due to an increase in procedures. These catheters are reuseable and therefore must go through sterile processing. However, they are also very delicate and can be easily broken. Without additional catheters, procedures may have be cancelled if there are no available backups due to breakage or in the sterilization process.
The estimated price is $25,407.50.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Lexington VA Medical Center is currently using the Manoscan System. The system was procured in 2019. The system has been maintained for continuous use since then. Catheters have been procured, when needed, as replacements due to breakage. The Manoscan catheters are the only catheters compatible with the system. Based on the years of use, experience, and compatiability with the current system, the VA would incur duplicative costs if this brand name item is not pursued.
4. Description of market research conducted and results or statement why it was not conducted:
Market research indicates there are at least three (3) small businesses authorized distributors of the Manoscan ESO Z Catheter.
