I. Contracting Activity.

II. Nature and/or description of the action being processed.

Purchase new radios to phase out and replace radios that are more than five years old, exceeding the life of the equipment warranty life cycle, or damaged.

III. Description of supplies/services required to meet agency needs.

305 MXG requires 44 APX6000 portable radios built to the JB MDL Radio system specifications.

IV. Statutory authority permitting other than full and open competition.

AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Motorola is a reliable manufacturer and has installed the command standard Trunking system for all AMC bases. Though other manufacturers do produce LMR equipment, they cannot guarantee full compatibility/integration into existing JB MDL LMR infrastructure as required by AFI 10-2501 AMC Supplement. The APCS 6000 provides all the necessary requirement to allow seamless interoperability throughout the base. Additionally, the APX 6000 model allows First and Emergency responders to communicate with off-base agencies rather than purchasing two different systems for this same purpose. Only Motorola manufactured products and their services guarantee interoperability and full integration with existing infrastructure equipment 87th Communication Squadron (87th CS) does not have the necessary cables, equipment, software, or training to program Harris radios for use on the Air Force network. All radios operating on the Air Force network must be POP 25 compatible, and the only known manufacturers that meet these requirements are Motorola and Harris. The base would be responsible for purchasing new equipment, training, to change to a new brand/style of radio, in the amount of $55+K not including the lost of the current investment on radios and equipment valued at over $2 million dollars . Additionally, all the support equipment (chargers, batteries, headsets etc) that are currently on hand and are not compatible with other radio brands, will add additional economic burden to the customer.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Sources Sought Notice "FA4484_Land Mobile Radio (LMR) Refresh - JB MDL AFB" posted to SAM.gov (Contract Opportunities) and GSA eBuy RFQ1624241. Notifications sent to 167 vendors on GSA eBuy. SSN closed 05MAY23 at 4PM EST.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

It is in the USAF's best interest to use one brand of radios at each AF base. Implementing standardized equipment across the Air Force permits immediate software and hardware interoperability should a failure occur, increasing security, readiness, reliability, communications effectiveness, and maintenance costs. Standardization also prevents specialized training for different LMRs for the same type of device failure. Holding and maintaining spares, radio accessories, and software from multiple P25 radio manufacturers has proven untenable and to continue would lead to substantial duplications of supply and manpower costs.

Prices of items outlined within the IGCE appear in line with commercial marketplace and comparable to same or similar parts available on GSAadvantage.gov.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Internet was used to conduct market research to identify commercial sources. SSN posted to SAM.gov and GSA eBuy to determine market availability and access commercial marketplace. 4 vendors expressed interest, 2 on GSA and 2 on SAM.gov. All interested vendors are self-certified small businesses in SAM.gov. Sufficient market capability available to support requirement and ability to supply Brand Name equipment without unduly limiting competition.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

To date an estimated $2.8 million has been spent on the current system and replacing it with another brand would result in a loss of investment as well as a financial loss base wide as the entire MXG uses this brand for communication and an estimated 2,000 hours of manpower loss for training with a new system. Currently JB MDL utilizes Motorola radios and the 87th CS does not have the capabilities to support the purchase of a different brand of radios. Until AMC start to provide training to the communication squadrons, we are required to utilize the radios the base personnel can support.

X. List of any sources that expressed, in writing, an interest in the acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

Brand-name requirement is not expected to impede competition among the commercial marketplace and small businesses.
