About this file

This is a Single Source Justification (Under SAT) form submitted by the U.S. Fish and Wildlife Service's Joint Administrative Operations Acquisitions Operations for the procurement of a heavy-duty 20-foot batwing mower.

The acquisition seeks a John Deere FC20R mower specifically designed to cut invasive prairie plants and trees up to 4 inches in diameter, compatible with a 75 HP tractor operating at 1000 RPM PTO. Required specifications include a ball-type self-level hitch, CV ASAE category 6 splined telescoping driveline, severe duty ag foam-filled tires, 7-gauge deck thickness, minimum 5-year warranty on gearboxes, and heavy-duty stump jumper. The justification documents that online and dealership market research identified the John Deere FC20R as the only suitable model for the agency's applications. Vendors must be SAM registered and meet the brand name and salient characteristics as defined in specifications. Fair and reasonable pricing must be based on previous purchases with trade-ins. The Contracting Officer, Jeremy Riva, certified approval of the sole source acquisition procedure under FAR Part 13 on March 23, 2026. Additional barriers to competition noted include SAM registration requirements and acceptance of trade-in equipment.

The John Deere FC20R was the only model we felt was suitable for our applications of cutting invasive prairie plants and trees.

We did online and dealership market research on various models of 20' batwing mowers. The John Deere FC20R was the only model we felt was suitable for our applications of cutting invasive prairie plants and trees.

We need a heavy duty 20' batwing mower that is capable of cutting trees/brush up to 4" in diameter, 1000 RPM PTO for our 75 HP tractor. The mower needs a ball-type self-level hitch, CV ASAE category 6 splined telescoping drivline, severe duty ag foam filled tires, 7 gauge deck thickness, minimum 5 year warranty on gearboxes, heavy duty stump jumper
