About this file
This is a Single Source Justification document for a simplified acquisition submitted by the 355 CONS contracting activity for the CYPRES (ECC) Automatic Activation Device (AAD), NSN 1670-12-422-1310. The document justifies procurement from SSK Industries as the sole source provider of this life-safety equipment, which is mandated for use under the Air Force Personnel Parachute Program (PPP) Approved for Use List (AUL) in accordance with AFI 10-3503. The CYPRES system utilizes proprietary technology, components, and software that are not interchangeable with competing manufacturers' devices, and substitution is prohibited without formal PPP evaluation and approval. No alternate manufacturers or equivalent items are authorized.
Market research was conducted using government and commercial sources, including NSN lookup and GSA platforms, to identify potential vendors. Results confirmed that only SSK Industries and its authorized distributors can provide the required CYPRES (ECC) device in compliance with Air Force requirements. The justification emphasizes that soliciting from other sources or considering alternate products would introduce unacceptable safety and certification risks and would not meet PPP standards. The contracting officer determined on 18-May-2026 that single-source procurement is reasonably available in accordance with FAR 13.106-1(b)(1). Future efforts to obtain competition will continue through ongoing market research and monitoring of AUL updates.

CONTROLLED UNCLASSIFIED INFORMATION
April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 1 of 2
Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 355 CONS
Project/Program Name: CYPRES (ECC) Automatic Activation Device (AAD)
Purchase Request / Local ID Number:
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
CYPRES (ECC) Automatic Activation Device (AAD) and associated cost.
Section C: Justification for Soliciting from a Single Source or Brand Name
The CYPRES (ECC), NSN 1670-12-422-1310, is a proprietary Automatic Activation Device (AAD) manufactured by SSK Industries and approved for use under the Air Force Personnel Parachute Program (PPP) Approved for Use List (AUL) in accordance with AFI 10-3503. The AUL establishes standardized, mandatory equipment for military parachute operations to ensure safety, compatibility, and airworthiness.
Due to the life-saving function of the AAD and its integration with certified parachute systems, only AUL-approved devices are authorized for use. The CYPRES system utilizes proprietary technology, components, and software that are not interchangeable with other manufacturers’ devices, and substitution is not permitted without formal PPP evaluation and approval.
As a result, SSK Industries (or its authorized distributors) is the only responsible source capable of providing this specific item in compliance with Air Force requirements. Soliciting from other sources or considering alternate products would introduce unacceptable safety and certification risks and would not meet PPP standards.
Section D: Efforts to Obtain Competition
Market research was conducted using available government and commercial sources, including NSN lookup and GSA platforms, to identify potential vendors capable of providing the required item. Results confirmed that the CYPRES (ECC), NSN 1670-12-422-1310, is a proprietary product manufactured by SSK Industries and distributed only through authorized sources.
Due to its inclusion on the Air Force Personnel Parachute Program (PPP) Approved for Use List (AUL) in accordance with AFI 10-3503, no alternate manufacturers or equivalent items are authorized for substitution. As such, competition is not feasible for this requirement.
Efforts to identify additional sources did not yield any vendors capable of providing an equivalent, compliant product, reinforcing that this acquisition must be limited to the original manufacturer or its authorized distributors.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Efforts to obtain competition will continue through ongoing market research and monitoring of future AUL updates.
