Contracting Activity: Space Acquisition Integration Office (SAIO), Schriever Space Force Base (SFB), Colorado 80912

This action will result in a new firm-fixed-price contract that covers materials, shipping and installation services to replace a damaged Space Ground System (SGLS) antenna at Finegayan, Guam, made inoperable by Typhoon Mawar.

The following CLINs will be used in the award of this action:

CLIN 0001- VIASAT 9.1m SGLS/USB Antenna, to include the manufacturing, testing, delivery and installation. All additional items needed for the proper functionality of the Antenna in accordance with the Statement of Work dated 17 April 2025 and 10 SOPS Requirements for a Detachment Charlie Finegayan Guam Antenna, Rigid Radome, and Auxiliary Equipment Replacement document dated 01 August 2024. Brand-Name Justification applies only to this CLIN.

CLIN 0002- Construction services to repair damaged areas where Antenna will be installed, in accordance with the Statement of Work dated 17 April 2025.

CLIN 0001 is estimated at with a delivery date of August 26, 2026. CLIN 0002 is estimated at with a PoP of August 25 2025 to August 26 2026.

The funding type for this action is FY25 3022 (Procurement).

DAFFARS 5313.501 - 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)

The required 9.1m SGLS/USB antenna and associated Viacontrol software are proprietary products of VIASAT Inc., the sole Original Equipment Manufacturer (OEM). Procuring an antenna from an alternate vendor is not feasible due to the following factors:

System Compatibility and Integration: In 2022, 10 SOPS procured two identical VIASAT 9.1m SGLS/USB antennas for installation at Headquarters (HQ) Laguna Peak (LP) and Detachment Alfa (Det A). Integrating these antennas into the 10 SOPS ground system required extensive modifications, including the development of over 200 mission-unique software drivers, representing an investment of approximately . Procuring an antenna from a different vendor would necessitate a similar level of effort, involving hundreds of software engineering hours to develop compatible software and drivers, potentially costing the Government an additional to attempt to make the the softwares inter operable, with no definite guaranty that the software will work without issues. This would introduce substantial risk and complexity to the

Software and Sustainment Investments: To ensure the operational capability and long-term sustainment of the LP and Det A antennas, 10 SOPS has invested in a Viacontrol Software upgrade . Training for personnel on the use another Brand- Name antenna in conjunction with the established VIASAT antennas would cost an estimated additional to the current estimate, this in addition to a potential delay of 6 months due to training, software creation and implementation.

Additionally, the government has already invested on spare kits (spare parts) for all the antennas, which can be used to supplement parts for all the VIASAT antennas as needed. These spare kits have an estimate cost of per kit and are not compatible with other Brand-Name antennas.

VIASAT is the only seller and installer of their equipment.

In accordance with FAR 5.201(A) a Sources Sought was performed with a Request for Information and submitted via SAM.gov on 18 April 2025. The Government received three responses, all from small businesses. VIASAT confirms they are the only seller and installer for their antenna, but the company is willing to be a subcontractor as needed to meet the Brand Name Only portion of the requirement. VIASAT will not prime the effort directly, as they are unwilling to perform overall project management nor be responsible for the construction portion. Similarly, no construction contractors responded to the RFI and expressed an interest in serving as a prime contractor given their specialized experience. As a result, the Government requires a prime contractor capable of fulfilling the specialized project management functions required for this effort, ensuring coordination between VIASAT and a construction firm in this unique OCONUS location. Based on their submissions, the Government determined that all three respondents are fully capable of meeting these requirements. As a result, the Government concluded that only a Brand Name Justification and Approval (J&A) is required.

The following vendors responded to the Sources Sought:

RV Global Solutions

BHPE LLC

TCS, Inc

All three contractors who responded to the Request for Information (RFI) are small businesses and affirmed their ability to meet the requirement as a Prime Contractor.

Other action: The Government estimates in associated construction work for this requirement. Using only the Brand - Name justification provides competition for all the remaining requirements associated with the antenna replacement.

The Antenna is classified as a Commercial item, the Contracting Officer will use prior award data for the same or similar Antenna, to determine Price Fair and Reasonable. The construction portion shall be competed, and Price Fair and Reasonable will be determined using competition.

On April 18, 2025, a Request for Information (RFI) was posted on SAM.gov to identify possible authorized third-party sellers and installers of VIASAT equipment with the capability to support this effort.

It was determined that VIASAT is the only seller and installer of their equipment, but they are able to work as a subcontractor to accomplish the requirement.

Software development to make a different Brand-Name antenna inter operable with the VIASAT antennas would cost an estimated additional to the cost of the antenna.

While there are other Brand-Name antennas that would would meet mission needs, we would be facing an additional estimated in costs for the integration efforts, spare parts ordering and maintenance services.

The required 9.1m SGLS/USB antenna and associated Viacontrol software are proprietary products and can only be sourced from VIASAT Inc., the sole Original Equipment Manufacturer (OEM). The requested J&A is only for the Brand Name requirement of the antenna.

While a VIASAT antenna is the only suitable solution due to unique compatibility requirements and the proprietary nature of VIASAT's technology, market research (detailed in Para VIII) revealed them as being the only sellers and installers of their products, but may work under a Prime Contractor to accomplish the requirement. These interested vendors are small businesses that have worked with VIASAT on other projects and are able to assume the role of prime contractor on this effort. Consequently, the Government is pursuing a Brand Name justification and approval to ensure open competition among all eligible small businesses.

In addition to promoting competition, the Brand Name justification and approval will guarantee that Delta 8, 10 SOPS receives a replacement VIASAT SGLS antenna that is specifically designed to synchronize with the existing antenna at Det A for seamless communication with Narrowband satellite constellations.

Procuring a VIASAT 9.1m SGLS/USB antenna for Det C offers the most efficient and cost-effective solution by leveraging existing system integrations, software compatibility, and readily available spare parts.

See Section VI above.

A competitive acquisition will be utilized to replace the entire system of antennas, once they have eached their end-of-life cycle. If another antennas is damage or becomes inoperable, market research will be conducted to validate a need for any future Brand Name justification.
