About this file
This document is a Memorandum for Record justifying the use of a brand-name only procurement for five Delsys Trigno Quattro wireless electromyography (EMG) sensors. The U.S. Army Aeromedical Research Laboratory (USAARL) requires these sensors to integrate with their existing Delsys Avanti EMG and VICON Nexus systems. Delsys Inc. is identified as the only manufacturer capable of providing sensors meeting the government's technical requirements. The expected delivery time is 8 weeks after award. This is a firm-fixed price purchase not exceeding the simplified acquisition threshold, with a 2-year warranty and remote technical support for the life of the system. Trigno Quattro sensors from other distributors were determined to be non-compliant. As a result, Delsys Inc. is identified as the sole source for this requirement.

4. Authority:
FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization).
Or
FAR 16.505(a)(4) Items Peculiar to One Manufacturer FAR 16.505(b)(2)(i)(A) Urgency FAR 16.505(b)(2)(i)(B) Only One Awardee is Capable FAR 16.505(b)(2)(i)(C) Logical Follow-on FAR 16.505(b)(2)(i)(D) Minimum Guarantee
5. Reasons for Authority Cited:
Delsys Inc. is the only manufacturer that can provide EMG sensors meeting the minimum requirements of the Government. There are no other manufacturers that can provide EMG sensors compatible with and capable of being integrated with the existing Delsys Trigno Avanti EMG System and the VICON Nexus system currently in use at USAARL. Thus, Delsys Inc. is the only manufacturer capable of producing EMG sensors with the exact specifications compatible with the systems currently in use at USAARL. There are distributors capable of providing the Delsys Inc. EMG sensors capable of meeting the government’s minimum requirements.
6. Publicizing Contract Actions:
The public display and synopsis requirements of FAR 5.101 and FAR 5.203:
Apply and will be followed.
Do not apply due to the contract action falling below the threshold in FAR 5.101(a)(1).
Do not apply due to the following exception: FAR 5.202(a) (13) – The proposed contract action – (i) is for an amount not expected to exceed the simplified acquisition threshold; (ii) will be made through a means that provides access to the notice of proposed contract action through the GPE; and (iii) permits the public to respond to the solicitation electronically.

7. Market Research: During March – May 2024, a web search through Google was conducted using “Trigno Quattro” and “Delsys EMG”. GSA Advantaged was searched for “Trigno Quattro”;
zero results were returned. A search for “EMG” was conducted returning 3,940 results. A within search to include “wireless” returned 5 results. None of the results were the Delsys Trigno Quattro. Two U.S. based vendors and several foreign vendors were found to supply the Delsys Trigno Quattro. The two U.S.-based vendors are Delsys, Inc. and ADInstruments, Inc. Lastly, market research examined if there are other sources capable of providing the required EMG sensors. A Google search was conducted to research wireless EMG sensors. Several options were available on the market. Of the reviewed wireless EMGs, the following were the closest to meeting all the desired specifications. The available wireless EMG sensor systems available on the market are in the table below.

Noraxon USA Ultium EMG: This EMG is too large. The sensors can connect to the Vicon System, but they do not connect to the Delsys Avanti EMG System Base Station. These sensors do not meet all of the government’s MECs.
Delsys Trigno Quattro EMG: USAARL currently utilizes the Delsys Avanti EMG system.
Therefore, these EMG sensors meet all of the government’s MECs.
Given the information above, the Trigno Quattro EMG sensors manufactured by Delsys are determined to be the only EMG sensors currently on the market that are capable of meeting all of the government’s MECs. Additionally, it was determined that there are multiple distributors capable of providing the Trigno Quattro EMG sensors meeting the government’s MECs.
