About this file

This document is a Justification and Approval (J&A) for a brand name, sole source procurement of ServiceNow licensing by the Defense Counterintelligence and Security Agency (DCSA). The J&A indicates that DCSA conducted extensive market research and determined that ServiceNow is the only solution that can meet all of DCSA's enterprise requirements, including hosting in DISA-approved IL4/IL5 cloud environments, integration with DISA's PKI solution, and complete interoperability between modules. The J&A states that ServiceNow software is only available through the authorized federal distributor, Carahsoft, under the DoD Enterprise Software Initiative (DoD ESI) contract. DCSA has affirmed through continuous market research that no other comparable solutions exist. The related federal contract opportunity is for a sole source award of ServiceNow licensing to an unknown vendor, with an award date of September 17, 2024.

- Ability to host ServiceNow instance in both SaaS and/or environments.

- 24/7/365 support by United States adjudicated staff.

- Single enterprise platform built on a single database.

- Complete interoperability between modules – integration not required.

- Configuration rather than customization through no code interface.

- Ability to configuration to the platform and remain on an upgradeable path.

- Two upgrades per year included in subscription to take full advantage of new capabilities/features that are coded into the platform baseline and readily available via configurable or out of the box functionality.

- integrations to various systems and application programing interfaces/webservices are available (usage depends on PA).

- Native encryption and access controls available.

- Ability to integrate with multiple Identity Management applications, including the use of username and password and (PKI) CAC/PIV simultaneously.

A summary of the findings of the extensive market survey conducted is show below. This table clearly illustrates Service Now’s abilities over all alternative solutions in its ability to meet all requirements while the alternative sources were unable. Of note is the inability of all alternative sources to meet the CAC/PKI integration requirements as this is standardized across all DoD platforms for the required multi-factor authentication when. Also, all alternative sources are unable to meet the IL5 hosting requirements, which is imperative as DCSA shifts towards hosting information at greater security levels within the cloud-based platforms.

6. Description of Efforts Made to Solicit Offers from as Many Offers as Practicable

Prior to launching the initial pilot phase contracted effort for a ServiceNow solution in 2020, the ESD PMO conducted extensive market research that resulted in a determination that multiple software applications have the capability of performing one or multiple required ESD functions, but only ServiceNow has the capability of providing all requirements and functionalities in one integrated solution, in addition to complying with necessary program cybersecurity requirements. Through continuous monitoring of the marketplace, this information was determined to be current and valid.

The table below demonstrates ServiceNow’s unique ability to meet all required functions in comparison to other key players in the market.

Market research revealed that ServiceNow Software is only available from Carahsoft, as they are the authorized distributor of ServiceNow software to the Federal Government through DoD ESI. The DCSA ESD PEO has affirmed this information by continuous evaluation of the marketplace for alternative sources. Through a current survey of the commercial marketplace and a review of the initial Reponses received in 2020, the DCSA ESD PEO determined the information aggregated to be current and accurate as shown in the Market Research Report dated March 31, 2024.

7. Determination of Fair and Reasonable Cost

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable in accordance with FAR 15.402(a).

8. Actions to Remove Barriers to Future Competition

As the exception within FAR 5.202 (a)(11) applies, a synopsis was not issued for DCSA intent to procure through DoD ESI, however, the PMO ESD conducts market research on the availability of other software which could meet DCSA’s enterprise needs on a continual basis. They routinely discuss the capabilities of competing software products to determine if another potential source is capable of meeting PMO ESD’s enterprise requirement. Further, PMO ESD routinely communicates with ServiceNow’s Federal product manager to determine if other authorized distributors of ServiceNow software are available.
