About this file
This is a Single Source Justification (Simplified Acquisition) document for a network hardware procurement by the U.S. Air Force.
The contracting activity is 39 CONS/PKC procuring network equipment for 39 CS at Incirlik AB under Purchase Request F2G3D16160AC01 with an estimated contract cost of $229,215.75. The required supplies include 75 Cisco 8161-G2 Secure Routers at $2,236.87 each, 75 Cisco Licenses supporting IPSEC and DMVPN, and C8151 Rack Mount Kits. The justification for single-source procurement from Cisco is based on the USAFE Network environment requirement for brand-name Cisco devices due to an existing enterprise-level solution and a January 14, 2026 memorandum from HQ USAFE-AFAFRICA/A6 Network and Communications Branch Chief that exclusively authorizes Cisco-manufactured systems. The requirement cites network integrity protection, cybersecurity protocol enforcement, prevention of unauthorized hardware vulnerabilities, and the compact footprint needed for limited-space areas. To maintain competition within the brand restriction, the government commits to soliciting quotes from all authorized Cisco distributors and small business resellers. The contracting officer, SSgt Zakobe Fead, USAF, made the determination on August 3, 2026, in accordance with FAR 13.106-1(b)(1) that only a single source is reasonably available. Future procurement justifications are to be precluded through review of authorized alternative system equipment prior to network equipment replacement.

Section C: Justification for Soliciting from a Single Source or Brand Name
USAFE Network environment dictates the usage of Cisco due to an already implemented enterprise-level solution. This document approves acquisition of brand name only network devices for 39 CS at Incirlik AB in accordance with the memorandum signed by HQ USAFE-AFAFRICA/A6 Network and Communications Branch Chief dated 14 January 2026. To protect network integrity, enforce strict cybersecurity protocols, and prevent unauthorized hardware vulnerabilities on the military network, local base policy strictly restricts network devices to pre-approved configurations. At present, the governing base network memorandum exclusively authorizes the use of Cisco-manufactured systems. Additionally, devices will be utilized in areas with minimal space so a smaller footprint is needed. No other brand or product line is approved for integration or operation on this network infrastructure.
Consequently, to maintain strict technical compliance with network security mandates, prevent a critical gap in mission capability, and ensure immediate interoperability, the government must restrict this procurement to the following specific, authorized Cisco brand-name items
Section D: Efforts to Obtain Competition
Continuous Market Research: Prior to any subsequent procurement of network equipment or accessories, the Government will issue Sources Sought Notices and Requests for Information (RFIs) to identify newly developed, non-proprietary hardware that achieves NSA cryptographic certifications and direct network interoperability.
Maximizing Distributor Competition: Until an alternative networking platform is certified for the enterprise network, the Government will maximize competition to the greatest extent practicable by soliciting quotes from all authorized CISCO distributors and small business resellers, ensuring price competition is achieved

Section E: Steps to Preclude Future Single Source or Brand Name Awards
To remove or overcome barriers to competitions and eliminate the need for future single-source or brand name justifications the requiring activity will review authorized system equipment suitable for use prior to replacement of network equipment.
