DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C244-20-AP-2956

1. Contracting Activity: Department of Veterans Affairs, VISN 4, 646 VA Pittsburgh Healthcare System, HJ Heinz Campus, 2237# 646-21-1-4531-0002

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The VAPHS Police Service is requesting a Brand Name Only purchase of various items of ammunition for their annual training needs. The estimated value of this acquisition is $ 118,586.20 for a five (5) year ordering period.

Pistol Ammunition Approved for the VA Police Service:

• Pistol training ammunition, 9MM, 124 grain, full metal jacketed ball, Remington, Federal or

Speer brands only

• Pistol duty ammunition, 9MM, 124 grain, Remington Arms Golden Saber, Speer Le Gold Dot

(Product #53618) or Federal Premium HST 124 gr (Product # P9HST1) only, brass jacketed, hollow point

Long Gun Ammunition Approved for the VA Police Service:

• Long gun training ammunition, .55 grain, .223/5.56mm, Remington, Federal or Speer brands only

• Long gun duty ammunition, 62 grain, .223/5.56mm, Speer Gold Dot or Federal Tactical Bonded only

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

All VA Police service pistols are chambered for the 9mm Luger (9 x19) cartridge and long guns are chambered for the .223/5.56 cartridge. The specific brand names are being requested (Remington, Federal or Speer) are based upon past experience with these particular brands. Staff in the Police Service are the subject matter experts on the correct ammunition for each weapon used. Past orders have been placed for brands other than what is currently being specified, and the ammunition was found to be both inconsistent in quality and improperly functioning in both training and duty weapons. The poor quality of these other brands of ammunition purchased in the past has caused an unacceptable percentage of misfires on the training range and excessive contamination of weapons. Such extensive cleaning of and wear and tear on the various weapons has meant that the weapons may not meet the life expectancy requirements sought by the Police Service should these other brands of ammunition continue to be purchased.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was provided in the acquisition package by the customer. The customer identified three potential sources able to supply the required ammunition, a2Z Supply, BCI Services and Kiesler Police Supply, and each provided an informal quote. A Sources Sought notice was also posted to both FBO and GSA’s EBuy system in an attempt to identify potential sources.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
