About this file
This is a Brand-Name Justification and Approval document for a sole-source procurement by the Naval Surface Warfare Center, Philadelphia Division (NSWCPD).
The contracting activity is awarding a firm-fixed-price purchase order to Caterpillar (CAT) for original equipment manufacturer support and preservation services for three 3516E generator sets. The services include comprehensive genset maintenance performed every six months, encompassing visual inspections, cleaning, sealing, application of volatile corrosion inhibitor oil, and desiccant management. Installation services include disassembly oversight, reassembly supervision, precision alignment using specialized tools, vibration analysis with detailed reporting, comprehensive documentation, certification, and informal training for shipyard personnel. Light-off support includes on-site presence during startup, final inspection of connections and settings, and monitoring of operational parameters. The anticipated completion date is 24 months from award. Budgeted funds are FY25 Other Procurement, Navy funding; the total estimated dollar value is redacted in the document. The statutory authority cited is 41 U.S.C. 1901(e)(2) for simplified procedures for certain commercial products and commercial services. The justification emphasizes that CAT, as the original equipment manufacturer, possesses unique expertise, proprietary technical data, specialized repair procedures, and certified technicians necessary to maintain warranty after commissioning and ensure proper integration with the USS Blue Ridge's existing systems. An RFI was published August 21, 2025, with no contractor responses. A synopsis was posted November 19, 2025, with three vendors responding, but only CAT was determined acceptable. The document was signed by Contracting Officer Shawn Waters and approved by Albert Stracciolini, Acting Chief of the Contracting Office, on December 19, 2025.

4. Statutory Authority Permitting Other Than Full and Open Competition.
41 U.S.C. 1901(e)(2), sole source (including brand-name) acquisition under the authority of Simplified Procedures for Certain Commercial Products and Commercial Services.
5. Rationale Justifying Use of Cited Statutory Authority.
CAT is the designer and Original Equipment Manufacturer (OEM) for the required gensets.
Therefore, only authorized CAT dealers are the only vendors with the requisite knowledge, experience and proprietary technical data necessary to provide the required services. The use of Original Equipment Manufacturer (OEM) support for the generator sets (gensets) is crucial due to the unique expertise required for proper maintenance, installation, and alignment. OEM technicians possess in-depth knowledge of the genset's design, specific components, and performance parameters, enabling them to perform tasks like disassembly oversight, precision alignment, and vibration analysis with a level of accuracy and effectiveness that is unavailable by any other general maintenance providers. The training and certification CAT individuals receive, coupled with their access to proprietary repair procedures, techniques, tools and technical information, is what makes CAT field services the only personnel uniquely qualified to perform the required tasks. Their familiarity with OEM specifications, specialized tools, and procedures ensures that the gensets are maintained and operated according to the manufacturer's intended standards, maximizing their lifespan, reliability, and overall performance.
Though the Navy and industry possess limited capability to maintain and repair generator sets, CAT has developed unique and highly specialized repair procedures as a result of their extensive field service experience and expertise. This information is also considered the proprietary property of CAT. Additionally, CAT stated that this type of work can only be performed by an authorized CAT dealer to maintain warranty after commissioning. Furthermore, the nature of this acquisition, involving genset installation on the USS Blue Ridge, necessitates the specialized knowledge and experience of the authorized dealers. The complexity of integrating the gensets into the ship's existing systems, coupled with the critical need for operational readiness, demands a level of expertise that only the OEM can provide. The OEM's ability to provide comprehensive support throughout the entire process, from disassembly to light off, along with detailed documentation and training, ensures that the gensets are properly installed, aligned, and maintained, minimizing the risk of operational failures and ensuring the long-term reliability of the ship's power generation system. This reliance on the OEM's unique qualifications and expertise is paramount to the success of this acquisition and the operational readiness of the USS Blue Ridge.
