About this file

This memorandum documents a justification for a brand name sole source acquisition of BeaverFit Expeditionary Testing Lockers by the U.S. Army Security Assistance Command and U.S. Army Military Assistance Group. The locker systems are required to support soldier preparation for the Army Combat Fitness Test and contain all approved equipment for training and testing in a customized storage unit. Conducting the ACFT is an annual requirement for soldiers to remain in service. Due to the dispersed locations of units, securing equipment individually risks loss and requires replacement spending. The lockers provide an accountable complete solution. The solicitation will be posted with a brand name restriction for four locker systems priced at a total of $30,000 from BeaverFit.

5. Reasons for Authority Cited: The U.S. Army Security Assistance Command (USASAC) and the U.S. Army Military Assistance Group, (USAMAG) seek four (4) BeaverFit brand Expeditionary Testing Lockers to support Soldier preparation for passing the Army Combat Fitness Test (ACFT). BeaverFit brand Expeditionary Lockers are a customized two-lane with storage container that have the required ACFT equipment to include shelving designed specifically to hold the exact ACFT equipment loadouts required to conduct the ACFT. These lockers are a unique solution to USAMAG’s OCONUS mission and geographically separated locations as well as USASAC’s CONUS mission, .

The lockers ensure asset visibility and inventory control of the exact equipment Soldiers need to train on in preparation for passing the ACFT. Passing the ACFT is an annual requirement for Soldiers to continue serving in the United States Army.

BeaverFit brand Expeditionary Testing Lockers contain all the equipment that meets the requirements of Army Training Pamphlet (ATP) 7-22.01, C1 Appendix E (+ACFT Testing Equipment and Field). BeaverFit equipment has been approved by the Department of the Army to train soldiers for and conduct the new ACFT.

If equipment approved for the ACFT is purchased individually and not in a customized storage container as presented with the BeaverFit brand Expeditionary Testing Lockers; there is a high probability that equipment will be lost or misplaced causing the Government to duplicate spending and time to replace lost equipment which could cost up to per set of equipment. Additionally, due to the geographical dispersion of units, there may not be a secure area to store equipment. Finally, if Soldiers must wait for lost equipment to be purchased, it will create a deficit in their ability to train with the appropriate equipment thereby negatively impacting their fitness and ability to pass the ACFT, which is a requirement to continue serving in the US Army.

Due to the number of Soldiers at each location, equipment storage restrictions, and equipment accountability requirements, BeaverFit brand Expeditionary Testing Lockers provide a total package solution that meets USAMAG and USASAC’s mission requirements.
