Single Source Justification (Simplified Acquisition)

FOR OFFICIAL USE ONLY

March 2018 FOR OFFICIAL USE ONLY Page 1 of 2

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 36 CONS/PKB

Project/Program Name: Geo-Loop 30-500 Diesel Grout Machine

Purchase Request/Identification Number: F1C0RH0171AW01

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

554 RED HORSE (RHS) requires a brand Geo-Loop 30-500 diesel engine grout machine. The 554 RHS has a mission that requires them to sometimes deploy to bare base locations and establish critical life sustaining infrastructure. This mission may require well drilling support. The Geo-Loop 30-500 Diesel engine is a key piece of equipment for this mission, as it seals the well and works in conjunction with the other well drilling assets to provide a complete operational product.

Section C: Justification for Soliciting from a Single Source or Brand Name

This justification is being based on FAR13.106-1(b)(1)(ii) as the government intends to limit sources for this grout pump system to those that can provide the Geo Loop 30-500 grout machine due to RED HORSE Air Force Instructions and required Unit Type Codes (UTCs). This requirement is specified in the RED HORSE Program Air Force Instruction 10-209 under paragraph 4.1.3.1.1, which states the Equipment Supply Listing enables the Civil Engineering community to standardize requirements between Unit Type Codes (UTCs). Under the well drilling UTC 4F9HK there is a requirement that the Geo-Loop Model 30-500 two tank diesel engine is a part of the RED HORSE deployable equipment kit. Therefore, there is a reasonable basis to conclude that the agency's minimum needs can only be satisfied by a limited number of sources. Since the UTC specifies by name this model as a deployable asset, this is the only brand that meets the government's needs and no substitute will fulfill the requirement under the UTC. This model is a RED HORSE standard and works in unison with seven other deployable assets to fulfill the bare base well drilling missions of the United States Air Force. Substituting this product with another piece of equipment would have a detrimental impact on the 554 RHS capabilities due to lack of training on other items and the unknown interoperability with other UTC well drilling systems.

Section D: Efforts to Obtain Competition

The government contacted Geo-loop inc. the manufacturer of this equipment and they provided two authorized distributors for their equipment. These two distributors are Boyer Ford Trucks Inc. and Laibe Corporation. Both vendors stated they were interested in the requirement. Therefore, it is anticipated that this requirement will have competition.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The unit monitors all restricted acquisition and maintains data to provide to category managers in the event that demand necessitates outside sourcing strategy. For future grout pump requirements, the contracting office and mission partner will perform market research to see what changes in the marketplace have occurred. This will be used to identify any new processes or sources capable of meeting the government's needs.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
