MEMORANDUM TO THE FILE

SUBJ: USE OF OTHER THAN FULL AND OPEN COMPETITION FOR AN

ACQUISITION UNDER THE SIMPLIFIED ACQUISITION THRESHOLD

FY24 Spectrum Guard Pro Kit

I. BACKGROUND:

1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization).

2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.

II. DESCRIPTION OF ITEM OR SERVICE:

Marine Corps Tactical Systems Support Activity (MCTSSA) provides 24/7 global technical support for command, control, computer, communications, cyber, and intelligence (C5I) systems; and conducts engineering, testing and evaluation, and supports experimentation on C5I systems and amphibious platforms to inform acquisition decisions, and make the Fleet Marine Force (FMF) more capable.

The Warfighter Support Division (WSD) provides:

24-hour global support to the FMF utilizing program and non-program of record equipment.

Direct feedback to Program Offices through a data-driven process to directly support Marine Corps unit operations and exercises and inform all deputy commandants on the health of programs utilized by Marines.

WSD requires a Spectrum Guard Pro Kit to perform Own-Force Spectrum Monitoring and Signature Management (SIGMAN) support in the II Marine Expeditionary Force (MEF) Area of Responsibility (AOR).

This is a new requirement – a MCTSSA contract to meet this need is not currently in-place. The requested contract need date is MCTSSA’s Spectrum Guard Pro Kit requirements are outlined in Table 1 below:
