About this file

This Brand Name Justification document details a sole-source procurement for Rohde and Schwarz signal generator equipment for the Department of the Navy Naval Sea Systems Command. The acquisition involves four specific items: two SMB100B Signal Generator Base Units, two SMBB-B101 Frequency Range modules, two SMBB-K31 High Output Power software licenses, and two SMBB-B32 Ultra High Output Power modules, with a total estimated value of $43,628.94 and a requested delivery of six weeks after contract award.

The justification includes a market survey comparing the Rohde and Schwarz equipment to alternatives like Keysight N5183B and Berkeley Nucleonics 845-M, highlighting the R&S SMB100B's superior capabilities for testing electronic components for the BRR-6C buoy on CLB submarines. Key differentiators include higher output power (19-34 dBm), better modulation capabilities (AM/FM, pulse, and pulse train), and the test site team's existing familiarity with Rohde and Schwarz equipment. The document emphasizes the importance of using authorized distributors to mitigate counterfeit risks and ensure proper configuration for meeting sensitive delivery timelines.

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE/BRAND NAME

BASED ON CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF

THE ACQUISITION

The test site team has been utilizing Rohde and Schwarz items for electronic testing and the current equipment is approaching obsolescence. They are proven to be accurate and reliable, and are much more sensitive than lower cost options which is critical for testing electronic components for the new BRR-6C buoy, which is to installed on the CLB submarines. The test site team is familiar with Rohde and Schwarz equipment, and they would need to learn the configuration of new equipment which would be unacceptable in order to meet sensitive delivery dates. The components are available through Anritsu’s website, or through authorized distributors who are listed on Rohde and Schwarz’s website.

If unauthorized distributors were used, they would incur extra costs to the Government and would lead to a counterfeit risk.

3. MARKET SURVEY

Other equipment was researched. The Keysight N5183B (MXG) has an output power of up to 27 dBm (decibel-milliwatts) while the R&S SMB100B has an output power of 19 dBm to 34 dBm. While both have good spectral purity, having a higher upper limit on the output power allows to test signals that penetrate media such as ocean water. In addition, a higher power threshold has a greater signal range which is necessary for the BRR-6() system. Because of these factors, the R&S SMB100B was chosen over the Keysight

N5183B (MXG). Another signal generator that was investigated was the Berkeley

Nucleonics 845-M. The modulation capabilities on the Berkeley Nucleonics 845-M are limited than that of the R&S SMB100B. The Berkeley Nucleonics 845-M is capable of generating AM/FM waves while R&S SMB100B is able to generate AM/FM, pulse, and pulse train. The BRR-6() uses pulse trains transmit on a wide bandwidth and transited encoded messages. Because the R&S SMB100B has greater capabilities in modulation and output power, it was selected over the other investigated signal generators.
