About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) memo for a recurring MSM replenishment requirement for a specialized fire-resistant string/cord from C.S.R Inc. The product is a 1/8" diameter, fire-resistant, high tensile strength string with braided Kevlar core, braided Nomex sleeve and polyurethane finish (P/N 85751612-SYN).
The justification is based on brand name requirements, as the product was custom designed to meet Pearl Harbor Naval Shipyard temporary shipboard requirements and comply with specific fire safety regulations. The string must sustain 750 pounds without breaking or untying and resist fraying. C.S.R Inc.'s product was the only one that passed codes 106 & 990 testing among several vendors who submitted samples. The product was developed in response to lessons learned from the Miami fire and must comply with PHNSY&IMFPEARLINST 11320.5 facility fire regulations and NAVSEA Technical Publication s0570-AC-CCM-010/8010 safety manual requirements. The estimated cost is to be determined, with recurring MSM replenishment as the delivery requirement.
