About this file
This document is a single source determination for the procurement of 770 gallons of Chevron Delo 400 LE 15w40 lubricating oil by the Department of Commerce National Oceanic and Atmospheric Administration for use aboard the Henry B. Bigelow. The determination cites that only Chevron Delo 400 LE 15w40 brand oil should be solicited due to it being the only brand reasonably available that will meet agency needs. Mixing this brand of oil, which is already in use aboard the ship, with other brands could have catastrophic effects on the sensitive engine parts and result in hundreds of thousands of dollars in necessary repairs. Accordingly, solicitation number NM-AN2140-23-01422 was issued for 770 gallons of the specified Chevron brand lube oil for use by the Henry B. Bigelow to maintain compatibility with the vessel's existing lubrication system and avoid potential engine damage and high repair costs from using a different oil brand.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
Henry B., Bigelow Lubrication Oil Procurement Request
1. Agency and contracting activity. Department of Commerce, NOAA Office of Marine and Aviation Operations, Acquisition, Analysis, and Accountability Branch.
2. Description of supplies or services required to meet agency needs (including the estimated value).
770 gallons of Chevron Delo 400 LE 15w40 Lubricating Oil,
3. Identification of the single source or the brand name to be solicited.
Chevron Delo 400 LE 15w40
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
□ Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.
Henry B. Bigelow currently has on board several hundred gallons of Chevron Delo 400 LE 15w40 lubricating oil for the ship’s main service supply generators. Lubricating oil from differing manufacturers have different operating properties and chemical additives that may not be compatible and should not be mixed according to manufacturer specifications. Mixing oils of different brands could have catastrophic effects on sensitive engine parts which could result in hundreds of thousands of dollars in repair work.
□ Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement.
