respectively.). GDACS is also installed at the US Bureau of Reclamation (USBR) Grand Coulee and Hungry Horse Projects, with whom we have a Memorandum of Agreement for development, maintenance, and support. The purchase of this portable equipment can be used across a wide variety of systems used at these facilities as well as our own here in NWD.

GDACS uses power meters to gather data used in controlling Main Unit Generators in Hydroelectric Powerhouses. This data is also provided to our balancing authority partners, Bonneville Power Administration (BPA), Southeastern Power Administration (SEPA), and Southwestern Power Administration (SWPA), to aid in electrical system planning and stability.

b. Justification

The Automated Controls and Cyber Security Branch (ACCS) determined the features that were required and surveyed Government employees with experience using three phase power phase testers to produce an initial list of candidate products.

c. Alternatives

Of the potential list of candidates the SVERKER 900 was one of the most widely used and supported products that was compatible with all equipment associated with BPA SEPA and SWPA.

d. Impact

Without this support, ACCS engineers would not be able to accurately represent data from these meters in a testing environment, which would greatly reduce the reliability of developing and testing new GDACS code related to three phase power meters.

This development is necessary to support emerging requirements presented by our balancing authority partners looking to modernize the bulk electric system, as well as support existing, legacy functionality. Without this support, new development would take longer, cost more and present more risk on the bulk electric system.
