Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This procurement is for the hardware/software upgrade for the VA San Francisco Code Blue/Nurse Call System. Existing system includes one (1) serial connection to the Paging System and one (1) serial connection to an alarm management middleware Extension system. The existing system also communicates to a remote management ARMSip server.
Estimated Amount: $248,436.00
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Brand Name Only: Ascom is required because the system is purely an upgrade of the main server;
the brand name or equal of the manufacturer is required to be compatible with the remaining hardware throughout the facility. An upgrade to another manufacturer will render the system nonfunctional.
4. Description of market research conducted and results or statement why it was not conducted:
Market research efforts include FPDS, Contract Opportunities, and SAM. A Vendor Information Pages (VIP) search utilizing NAICS code 811212 (Computer and Office Machine Repair and Maintenance) yielded 387 SDVOSBs/VOSBs matches. Further, a sources sought indicated that Veteran Owned Small Business competition exists.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
