About this file
This justification document supports a planned sole source small business set-aside contract by the Federal Bureau of Investigation for Avigilon brand camera equipment. The FBI requires various CCTV equipment including Avigilon H4/H5 cameras to integrate seamlessly with its existing Avigilon video management system infrastructure at facilities located at Redstone Arsenal in Alabama. The justification cites Avigilon's unique low-light camera capabilities and video analytics as well as the need for compatibility with current servers and systems. The planned firm-fixed price contract action will follow a small business set-aside solicitation and allow only for the quoted Avigilon brand items with no substitutions.

FEDERAL BUREAU OF INVESTIGATION
FINANCE DIVISION | PROCUREMENT SECTION
JUSTIFICATION AND APPROVAL (J&A) FOR OTHER THAN FULL AND OPEN COMPETITION
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION IN ACCORDANCE WITH 41 U.S.C. 3304 (A) (X)(
Date: 4/21/2021
Estimated Contract Dollar Value: $700,000
1. Identification of the agency and contracting activity.
The U.S. Department of Justice, Federal Bureau of Investigation (FBI), FFD, has prepared this justification for other than full and open competition for Redstone CCTV on behalf of the Redstone Enterprise Services Unit, FFD.
2. The nature and/or description of the action being approved, i.e., sole source, limited competition, establishment of a new source, etc.
The FBI intends to award a firm fixed price name brand contract which will be set aside for small business. The FBI intends to make one contract award. The brand name is restricted to Avigilon.
Company: Avigilon Company Address: 1717 McKinney Ave. Ste. 1590 Dallas, TX 75202 Company Point of Contact and Phone Number: 888-281-5182
3. A description of the supplies or services required to meet the agency’s needs.
Required is various CCTV equipment as detailed in the Request for Quote document.
4. Demonstrate the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority.
There are specific characteristics of the requested equipment since it needs to meet the standards and guidelines of the Security Division for CCTV. All items must be compatible with existing Avigilon core components such as servers, licensing, and other equipment already in place in on the FBI Redstone Campuses without the need for additional equipment, training, or personnel resources. There can be no replacement items or comingling of brands and all vendors must bid the complete package in both items and quantity. The component list are exact requirements which are crucial to maintain the best CCTV coverage on the Redstone campus, substitution of parts is not allowable due to the differences in performance. Such as focal length of the lens, when security needs to obtain a wider view the camera must have the ability to back out and provide coverage of the requested area. Conversely when security needs fine detail the camera must be able to zoom in to obtain the picture required. Avigilon has unique abilities required for the FBI’s security posture and the package of items for this requirement are exact for this specific need. For example, the H4/H5 cameras listed in the requirement from Avigilon are ideal for seeing objects and activity in complete darkness. Embedded with proprietary and patented self-learning video analytics, the H4/H5 cameras seamlessly integrate with Avigilon Control Center (ACC)TM, allowing security personnel to respond proactively and mitigate an incident before damage occurs. With unique adaptive IR technology, this camera provides both wide and narrow illumination, enabling consistent illumination in complete darkness to enhance image quality regardless of scene conditions. Avigilon cameras are equipped with new Triple Exposure Ultra-Wide Dynamic Range (WDR), and patented LightCatcher TM technology, ensuring excellent image detail for security personnel. The H4/H5 cameras are effective at monitoring a variety of environments that require discreet nighttime coverage, including parking lots and multiple sensitive campus locations. Avigilon maintains patents on much of its camera and video analytic technology and retains the exclusive rights to manufacture its technology. Only this suggested source can furnish the requirements, to the exclusion of other sources, because of the existing security requirements and the in-place CCTV infrastructure.
5. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.
The FBI intends to make a firm fixed price name brand contract that has the potential to be a small business set aside. The FBI intends to make one contract award. The government is required to set aside all requirements at or under the simplified acquisition threshold (currently $250,000) for award to small businesses. This requirement will exceed the simplified acquisition threshold; therefore, first solicitation for these requirements will be conducted as a small business set-aside. If a small business is unable to fulfill all requirements, a second solicitation may be conducted to include large business opportunities.
6. Any other facts supporting the use of other than full and open competition.
The CCTV equipment must be compatible in all aspects (form, fit, and function) with existing systems presently installed. The current equipment is Avigilon Control Center, cameras and infrastructure, and the new item/service must coordinate, connect, or interface with the existing system by being compatible with current infrastructure, work with existing CCTV servers, and seamlessly integrate without buying additional equipment. Market Research indicates adequate competition by small business is available.
7. A statement of any actions the agency may take to remove or overcome any barriers to competition, if subsequent acquisitions are anticipated.
This procurement can be offered to many small and disadvantaged businesses. The name-brand restriction should not adversely affect competition.
