About this file
This document is a Single Source Justification (SSJ) for the 502d Trainer Development Squadron (502 TDS) at Joint Base San Antonio-Randolph. The document justifies a sole-source procurement from LVD for repairing and modernizing an existing LVD Strippit Easy-Form 110/42 press brake, which has been non-operational for over eight months. The estimated contract cost is $40,081.00, significantly less than the approximately $750,000 cost of replacing the machine. The repair will involve retrofitting the X and Y axes, installing new encoders and mounting parts, and updating the operator panel interface.
The 502 TDS requires this repair to maintain its ability to design, develop, fabricate, and install complex training devices for Air Education and Training Command, United States Air Force, Department of Defense, and Foreign Military Sales partners. The document emphasizes that no other manufacturers can perform these specialized repairs, and replacing the machine would be substantially more expensive. The contracting activity will continue market research to evaluate alternative manufacturers in the future, with the goal of ensuring the best value and most economical components and support.

Single Source Justification (Simplified Acquisition)
Section A: General Contract Information Contracting Activity: 502d Contracting Squadron (CONS/JBKCA) Project/Program Name: LVD Brake Repair and Modernization
Purchase Request/Identification Number: F3P3BD4102A001
Estimated Contract Cost (including Options): $40,081.00
Section B: Description of the Supplies/Services Required The 502d Trainer Development Squadron (502 TDS), located on Joint Base San Antonio (JBSA), Randolph, requires the repair and modernization of its existing LVD Strippit Easy-Form 110/42 press brake to continue the effective execution of its unique mission requirements. The 502 TDS performs the mechanical design, development, fabrication, and installation of complex training devices used by flying, fighting, air mobility, technical, and aeromedical training operations throughout the Air Education Training Command (AETC), United States Air Force (USAF), Department of Defense (DoD), and by partnered Allied Nations through Foreign Military Sales (FMS). The 502 TDS’ current LVD press brake is non-operational and has been down for over eight months. After the performance of troubleshooting efforts, it was determined by both the 502 TDS and the LVD manufacturer that repair and modernization would be required to make the machine operational.
Section C: Justification for Soliciting from a Single Source or Brand Name After significant review of the repairs required, LVD and the 502 TDS determined that the X and Y axis would need to be retrofitted, new encoders and mounting parts would need to be installed, and the operator panel interface needed to be updated. As an LVD product, no other manufacturers are capable of performing these specialized tasks. While the 502 TDS’ existing LVD press brake could be replaced, this procurement would cost approximately, $750k, significantly more than the LVD Strippit Easy- Form 110/42 press brake repair and modernization service. The failure to procure the repair and modernization service of the LVD press brake would greatly impact the 502 TDS’ ability to efficiently provide quality training and simulation devices to AETC and DoD war fighters. Continued non-operation of the LVD press brake will continue to have a profound and negative impact on shop throughput.
Section D: Efforts to Obtain Competition Until it is determined that the current system no longer meets the Government’s requirements, the existing LVD press brake will continue to be utilized, once repaired. No other manufacturers can modernize or repair an LVD-brand of machine. Until other manufacturers can provide modernization capabilities that are compatible with the 502 TDS’ existing system that meet the Government’s needs, it would be neither reasonable nor feasible to consider any other manufacturer.
Section E: Steps to Preclude Future Single Source or Brand Name Awards The 502 TDS will continue to evaluate the capabilities of the other manufacturers through continuing market research and the changing needs of the current system. Continued efforts in this regard will ensure that the Government is getting the best value at a fair and reasonable price by ensuring the Government utilizes the most efficient and economical components and support.
Section F: Technical Personnel Certification of Accuracy The supporting data, which forms the basis of this justification, has been certified to be complete and accurate to the best of my knowledge and belief, and by the appropriate management level of my organization.
