About this file

This is a Solicitation Amendment issued by the Water Infrastructure Finance Authority of Arizona (WIFA) for the Long-Term Water Augmentation Fund (LTWAF) procurement process to secure a Water Project Financial Strategy Advisor. The amendment extends the proposal submission deadline from April 16, 2025, at 3:00 PM to April 23, 2025, at 3:00 PM (Local Arizona Time). Vendors must acknowledge the amendment by signing and submitting it with their bid. The solicitation requires vendors to submit comprehensive proposals that include key personnel information, method of approach documentation, and several mandatory compliance certifications. Notably, any vendor that submitted a bid in a previous round of this solicitation must resubmit all materials in the current round to remain under consideration; failure to resubmit will result in negation of the previous submission and the bid will not be reviewed.

The amendment introduces a significant addition to the solicitation requirements, specifically mandating that Attachment F: Method of Approach Section 2.3 include a detailed structured process for periodic review and partial acceptance throughout the engagement. This process must delineate milestones with clearly defined checkpoints tied to key deliverable outputs, describe interim deliverables at each stage with accompanying progress reports documenting completed activities and pending actions, and establish predefined acceptance criteria to be agreed upon at project initiation. The consultant is required to maintain open communication and facilitate regular review meetings to track progress, address emerging issues, and document any scope or timeline changes. All other terms and conditions of the original solicitation remain unchanged. Required submission documents include Amendment One, Offer and Acceptance, Corporate Authority, Boycott of Israel certification, Forced Labor of Ethnic Uyghurs Ban documentation, Key Personnel information, and Method of Approach.

SOLICITATION NUMBER: BPM0006883

LTWAF Solicitation Water Project Financial Strategy Advisor SOLICITATION AMENDMENT # One (01) ISSUE DATE: April 11, 2025

SOLICITATION AMENDMENT

The Due Date, April 16, 2025, 3:00 PM (Local AZ Time) is hereby changed to April 23, 2025, 3:00 PM (Local AZ

Time).

Vendors shall acknowledge all changes/additions/deletions by signing and submitting this amendment with their bid.

Vendor Acknowledgement: _ Date: ____________________

Please be advised, if your company has already submitted a bid and attachments in a previous round of the above listed solicitation, the bid MUST be resubmitted in the current round to have your company considered in the bidding process of this project. Failure to do so would negate previous submission and the bid submitted would not be reviewed.

The following changes, additions, and/or deletions are for the above noted solicitation. This amendment forms a part of the contractual documents/solicitation and modifies them as follows:

Addition:

The original solicitation did not explicitly outline expectations regarding the consultant’s approach to project oversight. To ensure alignment with project management best practices and support effective contract administration, offerors are hereby requested to include the following in their proposals:

Attachment F: Method of Approach

Section 2.3 Shall Include:

The consultant shall describe a structured process for periodic review and partial acceptance to ensure transparency, accountability, and alignment with project objectives throughout the engagement. This process shall include milestones, with clearly defined checkpoints tied to the delivery of key outputs. The Consultant shall include their process for interim deliverables at each stage, accompanied by progress reports that outline complete activities, highlight any deviations from the planned scope, and identify pending actions.

These deliverables will be subject to formal review by the Authority, who will have the opportunity to provide feedback and request clarifications or adjustments. Acceptance at each stage will be based on predefined criteria agreed upon at project initiation, ensuring that each component of work meets the required quality standards before moving forward. The consultant will maintain open lines of communication and facilitate regular review meetings to track progress, address emerging issues proactively, and document any changes to scope or timeline. This phased approach to review and acceptance allows for early detection of risks, fosters collaboration, and supports the successful delivery of final outcomes that are both strategic and implementable.

This clarification is intended to support transparency and performance tracking throughout the duration of the advisory engagement, in line with the Authority’s procurement and project governance standards.

ALL OTHER TERMS AND CONDITIONS SHALL REMAIN IN THEIR ENTIRETY.
