About this file
This document is a Question and Answer (Q+A) file for the Maryland Department of Health's Behavioral Health Administration Request for Applications (RFA) BPM050720/BHA25-012 regarding Training and Technical Assistance to Reduce College Drinking, dated 5/6/25. The Q+A addresses three key clarification points for potential bidders: (1) the Indirect Cost (IDC) rate, which remains at 10% despite a 12% example in the budget form, (2) confirmation that bidders should include a budget for the option year, and (3) submission format details specifying that all application materials must be submitted via eMMA as separate attachments in a single submission.
The Q+A document provides critical procedural guidance for respondents, resolving potential confusion about submission requirements and budgeting expectations. While the document does not provide detailed pricing information or funding sources, it offers important technical guidance that will help potential bidders prepare their proposals accurately. The clarifications emphasize the importance of following the specified submission process precisely, uploading the Technical Application and Budget Narrative as distinct attachments through the eMMA system, and adhering to the 10% IDC rate cap when developing the project budget.

Q + A’s for Training and Technical Assistance to Reduce College Drinking
BPM050720/BHA25-012
5/6/25
1) IDC: In the RFA’s budget Exhibit B Budget Form Sample, there is a mention of an IDC cap of 12%. In the past years it has always been 10%. Is that 12% just an example or is the IDC cap actually 12% now? We do not see another mention of IDC in the RFP.
Answer: The IDC rate in the Budget Form Sample is just an example. The IDC cap of 10% should be used for this RFA.
2) Option Year: Should we include a budget for the option year?
Answer: Yes.
3) We need clarification on the submission format. The Key Summary Info sheet in RFA BPM050720 says that submission of the proposal needs to be via eMMA. However the solicitation section 4.2.1.1 and 4.2.1.2 refers to a two-part email submission. (“4.2.1.1 The email submission subject line shall state the RFA Title and number and either Technical Application or Budget Narrative. 4.2.1.2 Two Part Submission: A. Technical Application (See 4.3) B. Budget Narrative (See 4.4).”
Should the proposal documents be submitted via eMMA? If so, should the two separate files (A. Technical Application and B. Budget Narrative) be uploaded to one eMMA submission? Please clarify the format for submission.
Answer: Please disregard the language referring to an email submission. All applications for this RFA must be submitted via eMMA. Please be sure to upload your Technical Application and Budget Narrative as separate attachments. It will be one submission with multiple attachments.
