About this file
This is a Q&A document for a reposted Request for Applications (RFA BPM047489/BHA24-043) from the Behavioral Health Administration (BHA) for Technical Assistance for the Interoperability Program for Behavioral Health Providers. The project involves providing six months of technical assistance support to help behavioral health providers implement Electronic Health Record (EHR) technology and achieve interoperability. Four providers have already been selected through a separate procurement process, representing three program tracks. The contract was reposted on November 25, 2024, after the cancellation of a predecessor procurement (BHA 24-033) on November 5, 2024. Providers must report at least one quality metric in the final report and submit monthly program reports capturing milestone progress.
The Q&A document clarifies several key requirements, including that participating organizations must be 501(c)3 organizations to meet the mandatory requirements (501(c)6 organizations do not qualify). The agency declined requests to extend the submission deadline, citing the need to maintain the projected start date. No work was performed under the canceled RFA, and all project activities have been paused until a Technical Assistance vendor is identified through this active solicitation.

Q + A’s for REPOST: Technical Assistance for Interoperability Program for
Behavioral Health Providers
BPM047489/BHA24-043
12/13/24
1) General Question: This RFA was reposted on November 25, 2024 after the predecessor procurement (BHA 24-033) was cancelled on November 5, 2024. BHA notified us in July 2024 that it intended to award the contract resulting from BHA 24-033 to another offeror.
Was that contract awarded, and was any work performed? Were providers engaged in technical assistance and if so, how many in total, per provider type and per track? Will BHA provide the results of any needs assessments, gap analyses and other provider-specific data collected by the previous contractor so the new contractor does not burden providers by asking again for the same information?
Answer: No work was performed under the canceled RFA. Four providers were identified in a separate companion RFA, representing each of the three program tracks. Any work related to this project has been paused until a Technical Assistance vendor is identified through this active solicitation.
2) Question Regarding 1.1.2, p3: The scope of services detailed in this RFA are identical to those detailed in the predecessor RFA BHA 24-033. The current RFA, however, states the anticipated duration of services is 6 months while the previous RFA anticipated a 12-month duration of services. Given the shorter time now available for assisting providers and the time required for EHR vendors to schedule and complete an implementation, is BHA still expecting providers to be able to report one or more quality measures by the end of the period of performance?
Answer: Through this RFA, BHA aims to offer the aforementioned identified providers six months of Technical Assistance support. Yes, providers should report on at least one quality metric in the final report. Providers will submit monthly program reports capturing milestone progress, successes, and challenges.
3) Question Regarding 3.1, Background and Purpose, p.8, paragraph 3: We are aware that BHA conducted a procurement (BHA 24-026) to solicit behavioral health providers for participation in the EHR incentive program. Has BHA selected the providers that it will help fund to obtain EHR technology, and if so, can BHA share how many providers, by type, that the technical assistance contractor will need to support?
Answer: Four providers were identified and selected through a procurement process, representing each of the three program tracks.
4) Question regarding extension: Would you consider extending the due date by 2-3 days so we can effectively work with our non-profit partner to submit a response?
Answer: We are unable to extend the closing date. In order to process the start date we have set, we have to allow time for processing and if we close any later than the set date, the project will not be able to start on the projected start date.
5) Question regarding social organization requirements: I want to verify that our partner, classified as a 501c6, meets the mandatory requirements of the RFA. There are other “social organizations” that are not 501c3, such as 501c6 organizations. Can you please confirm that a social organization with proof of a tax-exempt status and classified by the IRS as 501c6 meets the mandatory requirements of the RFA?
Answer: Organizations must be a 501(c)3 to meet the requirements.
