About this file
This is a Request for Information (RFI) issued by the Arizona Department of Transportation (ADOT) concerning mobile and handheld retroreflectometers and calibration services. The RFI was published on October 30, 2025, with responses due by November 6, 2025, providing a one-week response window. ADOT seeks market intelligence on retroreflectometer devices and calibration services used to ensure road markings and reflective sign materials meet Federal Highway Administration (FHWA) standards and Manual on Uniform Traffic Control Devices (MUTCD) requirements. The RFI requests information on three categories of equipment: mobile vehicle-mounted devices for markings, handheld devices for markings, and handheld devices for signs. The Department is seeking responses, feedback, suggestions, and comments regarding device specifications, calibration capabilities, pricing structures, supplier capacity, and industry standards.
The RFI specifically requests detailed information on nineteen items, including supplier capability to provide devices and calibration services, equipment specifications (operating temperature, life expectancy, warranty), lead times from purchase order to delivery, customer support offerings, software compatibility and updates, replacement parts availability, training provision, calibration frequency recommendations, pricing structure, demonstration capabilities, data transfer and storage methods, and report generation formats. This is a market research instrument designed to inform potential future procurement; responses to an RFI are not offers and cannot form binding contracts. Respondents are responsible for all response costs, and ADOT assumes no obligation regarding RFI outcomes. Submissions containing proprietary or confidential information should be marked as such, and the State will maintain confidentiality to the extent permitted by law. No specific budget, award value, or timeline for future procurement has been stated.

PURPOSE/INTRODUCTION
The purpose of this RFI is to solicit industry information and feedback regarding Mobile and Handheld Retroreflectometers and Calibration. The Department is requesting information from Suppliers through this RFI.
OVERVIEW
The Department has an ongoing need for Mobile and Handheld Retroreflectometers and Calibration services. The Department uses these devices to ensure road markings and reflective sign materials meet the standards established by the Federal Highway Administration (FHWA) for reflective road markings and signs, focusing on minimum retroreflectivity levels for pavement markings and requiring the use of the Manual on Uniform Traffic Control Devices (MUTCD) for traffic signs. This RFI is being issued to understand the types of products available in the marketplace which can perform such measurements.
We are also interested in identifying industry standards, pricing structure, supplier offerings and suppliers capacity to perform calibration service on a regular basis.
