About this file
This is a Sole Source Notification issued by the Arizona Department of Health Services (ADHS) Office of Planning and Operations for CAREWare Development Consulting services. The procurement seeks specialized technical assistance to develop, integrate, and enhance the CAREWare database system used for managing Ryan White Part B HIV/AIDS Treatment program data and reporting requirements. ADHS proposes to enter into a five-year sole source contract with jProg (Jeff Murray's Programming Shop, Inc.), HRSA's contracted vendor for CAREWare development and support. The scope of work encompasses comprehensive technical assistance including system integration, user capacity development, landscape analysis of existing data management systems, CAREWare customization, reporting infrastructure development, data migration from legacy systems, and training to enable ADHS staff to independently manage CAREWare functions. The notification was posted on August 1, 2025, with a response deadline of August 5, 2025, at 3:00 p.m. Arizona time, providing a four-day window for interested suppliers to submit documentation demonstrating their capability to provide equivalent CAREWare development consulting services. The contract includes a one-year initial term with potential annual renewals for a maximum five-year period.
The total estimated contract value is $1,250,000.00 for the five-year period. The procurement is fully funded through the Ryan White HIV/AIDS Treatment Extension Act of 2009, administered by the Health Resources Services Administration (HRSA) HIV/AIDS Bureau. ADHS justifies the sole source designation based on jProg's unique status as HRSA's sole contracted vendor for CAREWare development and support, combined with ADHS's specific requirement to work directly with HRSA's proprietary system vendor to build data management requirements directly into CAREWare and connect it with the Ryan White Portal. Interested firms must respond through the Arizona Procurement Portal (APP) by submitting their name, address, point of contact, telephone number, email, and clear documentation of their capability to meet or exceed the stated requirements. The procurement notification serves as a market testing mechanism to determine whether alternative suppliers possess comparable CAREWare development consulting expertise and capacity.

Background and Justification for Sole Source
The mission of the Arizona Department of Health Services (ADHS) Office of Human Immunodeficiency Virus (HIV) & Hepatitis C Services (OHHS), Ryan White Part B HIV Care and Services Program (RWPB) is to end Arizona’s HIV Epidemic by quickly linking clients to HIV medical care and supporting viral load suppression for all Ryan White clients. The Arizona Ryan White Part B Program provides services to eligible clients residing in all counties of Arizona.
Services to be provided under this Contract are fully funded through the Ryan White HIV/Acquired Immunodeficiency Syndrome (AIDS) Treatment Extension Act of 2009, formerly known as the Ryan White HIV/AIDS Treatment Modernization Act of 2006, administered by the Health Resources Services Administration (HRSA), HIV/AIDS Bureau (HAB). The ADHS Office of HIV & Hepatitis C Services has the responsibility for administering the Ryan White HIV/AIDS Treatment Extension Act of 2009 administered by the HRSA, HIV/AIDS Bureau (HAB) Ryan White funding.
As part of administering the Ryan White Part B Program ADHS is responsible for administering the data systems and conducting data reporting to HRSA for all of the activities funded by Ryan White Part B. ADHS uses a complex network of applications that interface with the HRSA-provided reporting database, CAREWare.
ADHS has identified a need to simplify and improve the management of data required by HRSA. To that end ADHS has identified the need to work directly with jProg, HRSA’s sole contracted vendor to develop and support CAREWare, to directly build the data management requirements ADHS has into the CAREWare system and directly connect the CAREWare database to our client application system, the Ryan White Portal. ADHS has the requirement that we build in reports we require for external organizations and our own internal management of HRSA data directly into CAREWare.
ADHS’s objective is to simplify and improve data management of HRSA required client data through the centralization of all current data management and reporting activities directly into CAREWare.
