About this file

This is a Sole Source Procurement Notification issued by the Arizona Department of Administration State Procurement Office on behalf of the Arizona Department of Water Resources (ADWR) for the CORS Network. ADWR seeks software and related services to support its Continuously Operating Reference Station (CORS) Network, which utilizes Global Positioning System (GPS) and Global Navigation Satellite System (GNSS) technology to provide precise location and positioning information for state and public use. The CORS Network currently maintains 23 GNSS receiver and antenna combinations operating on two ADWR virtual servers. The network infrastructure was originally established by the Arizona State Land Department through a grant, transferred to the Arizona Department of Transportation (ADOT) in 2014, and subsequently transferred to ADWR in 2023. As existing receivers have exceeded their expected lifecycle and require replacement, ADWR requires continued software support and equipment to maintain network operations. The response deadline for comments on the sole-source procurement was November 21, 2023, at 3:00 p.m. Arizona time, with a three-working-day comment period for registered vendors. The contract duration is five years.

The estimated cost for this procurement is $960,150 over the five-year contract term. The sole-source justification is based on technical compatibility requirements; the existing CORS Network hardware and infrastructure function exclusively with Leica Spider Software, firmware, and licenses, which are available only from Leica Geosystems Inc. and maintained solely by that vendor. No competitive alternatives or reasonable substitute sources exist that would support the current system configuration. Registered vendors were invited to submit responses or provide comments through the State of Arizona's online e-procurement system (APP). Questions regarding the procurement were directed to Monica Ruiz at 602-364-0033 or monica.ruiz@azdoa.gov, with additional technical support available through the APP Helpdesk at (602) 542-7600.

Sole Source Procurement Notification

BPM005799 ADWR – CORS Network

Arizona Department of

Administration

State Procurement Office 100 N 15th Ave., Suite 305

Phoenix, AZ 85007

Description:

In accordance with A.A.C. R2-7-E301(D) Sole Source Procurements, the state procurement administrator shall send notice to registered vendors on the electronic system to invite comments on the sole-source request for three working days. Following this period, the state procurement administrator shall either:

1. Issue written approval, with any conditions or restrictions;

2. Request additional information from the agency chief procurement officer; or

3. Deny the request if input or information received shows that more than one source is available or a reasonable alternative source exists for the procurement need.

Requesting Department: Arizona Department of Water Services

Suggested Supplier: Leica Geosystems Inc.

Estimated Cost: $960,150 over 5-years

Brief description of materials or services:

The Department of Water Resources (ADWR) is seeking a supplier to provide required software to support their Continuously Operating Reference Station

(CORS) Network. The Department utilizes Global

Positioning System (GPS) technology and Global

Navigation Satellite System (GNSS) technology, in conjunction with CORS to determine precise location and positioning information used by the Department as well as the public at large. The Department maintains

23 GNSS receiver/antenna combinations as part of its

CORS network. The receivers, antennas, licenses, and software were originally purchased by the Arizona

State Land Department as part of a grant and transferred to the Arizona Department of

Transportation (ADOT) in 2014 and subsequently transferred to ADWR in 2023. The 23 receiver and antenna combinations, along with the software that runs the system is on now on two ADWR virtual servers. Some of the current receivers have been replaced over the last five years, while others have now exceeded the expected life cycle and will require replacement as they continue to fail. Without the proper software and equipment, the network would fail and not continue to function.

Brief description why there is only one source available:

The software for the network servers, originated from the

Arizona State Land Department, only function with one suppliers software (Leica Spider Software), firmware and licenses required to run the statewide Global Navigation Satellite System (GNSS) Station hardware and network.

The Spider Software is only available from Leica, maintained and supported by Leica.

Duration of Sole Source procurement: 5 years
