About this file

This is a Solicitation Amendment One issued by the Arizona Department of Transportation for Global Positioning Systems (GPS) Monitoring Services for Fleet Equipment (Solicitation No. BPM005776). The amendment modifies the original solicitation document to clarify requirements for GPS monitoring and lease services to be installed in agency vehicles and equipment across designated service counties. Key modifications include the addition of requirements for seatbelt sensor installation on all GPS units, a hosted software platform with minimum one-year data retention capability, and the ability to monitor four-wheel drive and emergency lighting usage. The contractor is responsible for equipment installation and removal at contract end, while the Department retains responsibility for removing old equipment prior to new equipment installation. The amendment also establishes a minimum 95% annual uptime requirement for the web-based system and specifies that service charges shall not commence until the day after installation. The revised proposal submission deadline was changed to April 19th, 2024.

The pricing structure was updated to reflect all-inclusive pricing with tax omitted and now incorporates seatbelt sensor costs into the monthly service fee alongside separate line items for installation and removal costs. The pricing sheet was reorganized to reflect updated unit of measure and quantities for clarity. The amendment removes several original proposal requirement questions related to method of approach, qualifications and experience, key personnel qualifications, and pricing, while adding a new requirement for offerors to submit copies of any lease, user, or license agreements. No incumbent vendor information, specific budget amounts, or set-aside designations are referenced in this amendment document.
